Description Job Title Director - Grants Financial Management Location Organization Name Grants Financial Management Office Department Description POSITION SUMMARY: Under the direction of the Chief Financial Officer, the Director will be responsible for supervising and completing complex restricted grants revenue and expenditure budgets, overseeing grants accounting and reporting, as well as leading annual audits and management analysis projects. Responsibilities also include providing routine liaison between the Chief Financial Officer and other school divisions, groups of departments, auditors and other state and county officials. This is an Executive, Grade 4 Position Salary Range: $133,586 - $231,653 CLOSING DATE: November 1, 2024 DUTIES & RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Guides the development and management of the annual restricted grants budget and periodic financial forecasts, including maintaining effective position and financial control systems and procedures, and ensuring delivery of quality service that is effective, efficient and accountable; Directs the overall management of the school system's grants budget, expenditures and revenues, ensuring accurate accounting and reporting in compliance with all laws, regulations and policies; Develops an operational framework for the unit, establishing procedures for monitoring its operation and making changes when necessary; Leads the planning and preparation of periodic and annual grant accounting reports and grant applications; Manages the annual Financial Reporting and A-133 Single Audit; Initiates and develops overall objectives for the unit, assessing needs, establishing priorities and developing specific objectives and strategies; Maintains effective communication within the unit; Develops personnel for maximum effectiveness; Approves and monitors the expenditure of funds; Interprets Board policies and procedures to staff and recommends to the Chief Financial Officer policies and procedures pertinent to the operation of the unit within the division; Attends and/or conducts system-wide meetings at various levels; and Performs other duties as assigned. QUALIFICATIONS: The requirements listed below are representative of the knowledge, skill, and/or ability required. Knowledge of public administration principles and practices and position control processes as it relates to the overall fiscal health of the organization; Knowledge of governmental budgeting methods and the operational relationships between the budgeting, accounting and information systems processes and functions; Knowledge of current literature and innovations in the field of governmental budgeting; Knowledge of federal, state and local governmental and other agency relationships and budgetary requirements affecting public school operations; Knowledge of and experience with the development and implementation of performance based and other best practices supporting budget development and management; Knowledge and skills in the area of information technology particularly as it relates to Enterprise Resource Planning (ERP) systems, with knowledge and experience in Oracle software supporting accounting, budgeting, procurement, human resources, and payroll functions preferred; Knowledge of the budget and accounting structures required under the Laws of the State of Maryland and Prince George's County and knowledge of the Financial Reporting Manual for Maryland Public Schools; Strong leadership skills and administrative competency; Knowledge of the implications of the Government Accounting Standards Board (GASB) pronouncements as it relates to the budgeting process; and Ability to communicate and present effectively both orally and in writing; effective human relations skills. EDUCATION AND/OR EXPERIENCE REQUIREMENTS: Bachelor's degree from an accredited college or university in finance, financial management, accounting, public administration or a related field required; Master's degree preferred. A minimum of five (5) years of increasingly responsible financial management/analyst and/or budget/cost analysis and projection trend development experience required; previous experience in a large public sector organization preferred. CERTIFICATION REQUIREMENTS: Certified Grants Management Specialist (CGMS) or similar certification preferred. SUPERVISORY RESPONSIBILITIES: Oversees and provides guidance and direction to the unit staff.
