Summary The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Financial Administrative Specialist. The Supervisory Financial Administrative Specialist will function in Fiscal Service. The incumbent provides serves as a Supervisory Financial Administrative Specialist to the Fiscal Service overseeing the payroll, travel, and agent cashier functions of the VA Northeast Ohio Health Care System. Responsibilities The Supervisory Financial Administrative Specialist duties include, but are not limited to: Serves as Supervisor of the Payroll, Employee Travel, and Agent Cashier Teams within Fiscal Service at VA Northeast Ohio Healthcare System. Utilizes a range of software applications (i.e., Word, Excel, Outlook, etc.) including but not limited to, spreadsheets, word processing, internet, and communications. Applies experience and comprehensive knowledge of assigned program principles, concepts, regulations, and practices, analytical methods and techniques. Performs multiple, varying, and complex assignments in their program area(s) as a contributing specialist, project lead or team lead for large projects under the minimum direction of a manager, project/program manager, team leader, or more experienced professional. Provides consultative assistance for applications, affected end users, and financial management programs to resolve system issues and implement improvements Recommends and implements solutions and documents all communicative efforts and resolutions. Develops guidance on techniques for methods and management improvements to program systems and processes by adapting past precedents or applying accepted techniques to maximize program performance. Identifies and proposes solutions to complex problems where previous studies and established techniques require modification and adaptation. Independently reviews policies and precedents to make recommendations for applying them to sensitive or controversial cases or problems. Serves as a Subject Matter Expert to train timekeepers, alternates, and supervisors, and conducts semiannual audits to assure conformity to regulations. Determines and recommends training needs for VANEOHS for financial matters with a particular focus on payroll and travel policies and guidelines. Delivers training when needed and through available communication platforms to include email, video conferencing and in person training. Provides leadership in the financial arena through demonstration of knowledge and skill in multiple areas including accounting procedures, financial analysis, systems evaluation and supervisory control. Assigns work to functional staff members in accordance with established organization mission and functions, workload, fluctuations and personnel availability. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Preparing payroll and travel reports; ensuring travel orders are closed timely; providing support to travel, agent cashier and payroll; reviewing personnel actions for proper application of pay regulations and consistency of input for appointments, promotions, pay adjustments, reassignments, awards, and separations; serving as a technical advisor to employees on matters of time and leave as they affect pay computations; providing training to employees on travel requirements; providing training to timekeepers, Supervisors and Service Chiefs responsible for approving and certifying time cards; processing payroll actions in an automated system for employees appointed under different personnel systems which have unique pay accounts; and computing, coding and inputting complex pay adjustments to include transfers between pay systems that affect leave and retroactive actions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of the position. . OR, Combination: Applicants may also combine education and experience to qualify at this level. You may have a combination of specialized experience and education to qualify at the GS-11 level. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education more than the first 18 semester hours (i.e. beyond the first-year graduate level education) is creditable towards meeting the specialized experience requirement.
