Salary: $88,230.00 - $113,847.00 Annually Location : Greenwich, CT Job Type: Full Time Job Number: Department: PARKS AND RECREATION DEPARTMENT Opening Date: 10/25/2024 Closing Date: 11/11/2024 4:00 PM Eastern General Statement of Duties Manages the operations of the Town's marinas and boat yards. Works closely with Department leadership to develop and implement improvements to the Town's Boats and Harbors programs. Reports to the Superintendent of Marine and Facility Operations. Qualifications Education and Experience: Bachelor's degree from an accredited college or university in Marine Facilities Management, Maritime Engineering or other related field, plus five (5) years of relevant work experience gained in marine facility operations, including three (3) years of supervisory experience; or an equivalent combination of education and experience. A Certified Marina Manager (CMM) or Certified Marina Operator (CMO) designation, or USCG License is preferred. Must possess at time of appointment or obtain within six (6) months of employment a Safe CT Boating Certificate. Qualifications: Demonstrated knowledge of Connecticut Boating Statues, regulations of the United States Coast Guard, Department of Energy and Environmental Protection, Army Corps of Engineers and the Department of Transportation related to marine operations and permits. Demonstrated knowledge of effective marina management practices related to moorings, hauling and storage of vessels, marine equipment, navigation aids, weather and tides, and vessel characteristics. Demonstrated knowledge of the rules and regulations pertaining to inner and outer harbors, and storm water pollution prevention plans for marinas. Demonstrated knowledge of Occupational Health and Safety Association standards and regulations related to marine operations. Proven ability to plan, implement and supervise a safe marine environment for residents, guests and employees. Demonstrated proficiency in the operation of a personal computer, including the use of Microsoft Office Suite, and industry -specific work order software. Demonstrated proficiency in effectively utilizing social media and digital platforms. Proven ability to work independently in the field, making sound decisions and policy interpretations. Proven supervisory skills. Demonstrated verbal and written communication skills. Proven ability to establish and maintain positive working relationships with colleagues, supervisors, and the public. Demonstrated ability to safely operate a motorized boat. Valid Driver's License. Proven ability to swim. Examination: 100% Training & Experience Assessment The examination to determine a candidate's eligibility for the position will be a Training and Experience Assessment. Job Description Department : Parks & Recreation Division : Marine & Facility Operations Bargaining Status : LIUNA Salary Range : L-C FLSA Status : Exempt Duties and Responsibilities: Oversees the daily operation of the Town's boating program including maintenance of all facilities and equipment. Initiates and oversees proactive maintenance of Town marina facilities and equipment; plans and implements capital improvement projects. Prepares and justifies operating and capital budgets as well as the Operations Plan. Ensures ongoing expenses stay within budget. Coordinates and audits the billing process for facility usage, ensuring that revenue is collected in accordance with the Town fiscal policies and procedures. Oversees the vessel wait list. Develops and updates standard operating procedures and polices for facility usage. Evaluates utilization of boating facilities and seeks ways to improve and increase utilization and customer service. Supervises staff. Conducts on-site marina reviews and audits on a regular basis. Coordinates vendor permitting process, including site inspections for permits. Acts as liaison with yacht clubs and other third-party organizations the rent or lease Town marine facilities. Coordinates internal communication and services between the Department's administrative office and the marina staff. Advertises and promotes boating and harbor services to the public using various forms of media. Responds to public inquiries in relation to the boating program. Organizes, staffs and oversees the Town's fall vessel Pressure Washing Program. Resolves billing issues and works with administrative staff to collect fees and execute liens on vessels when necessary. Manages storm water pollution prevention plans for the marinas. Responds to storm emergencies as needed. Supports Town policies and philosophies. Performs related work as required. Supplemental Information All positions may be subject to an interview process.
