Description Position at MTA Headquarters JOB TITLE: Director Performance Management SALARY RANGE: $129,000 to $140,000 HAY POINTS: 830 DEPT/DIV: People Department SUPERVISOR: Deputy Chief Performance & Policy LOCATION: 2 Broadway HOURS OF WORK: 9:00 am - 5:30 pm (7 1/2 hours/day) This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire. SUMMARY: The Director of Performance Management is a key partner in ensuring that the MTA promotes and sustains a culture that values employee performance as an essential driver to the organization's ability to deliver its mission. Responsibilities include but are not limited to directing and overseeing a state-of-the-art all-agency performance management program and process for non-represented employees. The Director will develop and maintain key employee performance metrics; liaise as a business partner with various management stakeholders by providing policy guidance, performance management coaching tools and appropriate, effective training solutions to build the required resource capability to support and sustain the overall business objectives of the agency, "performance excellence". Also, the Director will formulate and steer implementation strategies for best practices and utilization of a technology-based system to track, monitor and evaluate overall performance against established goals and/or competencies. A major role and responsibility of the Director will require development and execution of an agency performance management policy directive to institutionalize program criteria. RESPONSIBILITIES: Lead MTA all agency performance management process for non-represented employees and continuously evolve the process and tools as well as managers' capabilities to develop credible work relationships with their employees and philosophy of "performance excellence". Consult with Agency People Officers to understand leadership and management development needs for input and the appropriate sponsorship to formulate effective performance solutions and metrics to meet prevailing and future business priorities. Develop and deploy performance management methodologies including management by objectives, 360-degree feedback, continuous performance feedback, a strong understanding of competency framework, performance coaching approaches and techniques, and other innovative assessment tools. Drive common performance expectations of organizational excellence by researching, leveraging, and applying best practices across all MTA agencies to maximize capability levels, including performance improvement and enrichment strategies. Partner with Information Technology, People Department, Agency People Officers, Transformation Office, and Training to identify and deploy a robust, suitable all agency performance management system, integrated within a comprehensive talent management or sustainable Human Capital Management platform. Aggregate and analyze metrics related to employee performance on a periodic basis; develop strategies and tactics to lead the workforce toward continuous performance and/or process improvement, growth, and achievement throughout the MTA organization. Oversee the utilization of quantitative/qualitative data to map a succession or career planning pathway for employee levels and to establish a talent pool of high performers. Manage provision of webinars and coaching opportunities to support various levels of management on techniques and emotional intelligence for successful execution of an effective, streamlined performance management program. Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Other duties as assigned. Demonstrated ability to work in a high profile, high pressure environment effectively Demonstrated ability to communicate effectively with key internal and/or external stakeholders Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible Demonstrated analytical capabilities and quantitative skills Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook EDUCATION AND EXPERIENCE: REQUIRED Bachelor's degree in psychology, business, organizational behavior, Industrial/Organizational Psychology or a related field. An equivalent combination of education and experience may be considered in lieu of a degree. Minimum 10 years related experience, including at least 4 years as People Department head or managerial or project manager role in a large, multi-faceted, fast-paced organization or governmental body preferred.
