POSITION The Principal Management Analyst is a key staff member providing research, analysis, input and recommendations on various special projects, assignments, and daily tasks for the department. You will assist with policy development, researching and analyzing proposals for programs, grants and services, and preparation/management of department budget. This position manages state and federal grants, prepares staff reports, and maintains professional relationships with vendors for contract management. You will have the opportunity to gain hands on experience with innovative leaders in a collaborative environment. Under administrative direction, the Principal Management Analyst participates in general administrative activities of the City Manager's office or a major city department; performs specialized, and difficult studies, and research projects; coordinates and supervises programs and activities; and does related work, as required. Positions in this class perform highly complex analytical and administrative work in the department to which assigned. Work assigned may involve the supervision of other professional, paraprofessional, technical and/or clerical employees. IDEAL CANDIDATE The ideal candidate for this position has experience with both Federal and State grant management, as well as budget management and implementation. You will be preparing Staff Reports for City Council meetings, in addition to maintaining professional relationships with multiple vendors relating to new and ongoing contracts. The incumbent will have had experience working closely with Executive level staff as well as City Council and residents. A typical way to obtain the knowledge, skills, and abilities would be: Education: Bachelor's degree from an accredited four-year college or university with major course work in business administration, public administration, political science, or a closely related field; Master's Degree in public administration, business administration, or a closely related field is highly desirable. and Training or Experience: six (6) years of progressively responsible and varied experience in administrative, budgetary, or other management analysis, including at least two years in a governmental agency. Licenses and Certificates Possession of or ability to obtain a valid Class "C" California Motor Vehicle Operator's license is required at the time of appointment and as a continuing condition of employment. Knowledge, Skills & Abilities Knowledge of: organization, operations, and problems of municipal government; theories, principles, and methods of public administration; research methods and procedures; principles, and practices of governmental budget development and administration; modern office methods, procedures, and equipment including computers and software applications; principles of supervision, departmental programs and operations of the department to which assigned. Ability to: communicate effectively both orally and in writing; relate effectively and courteously with city staff and public and private representatives; research, compile, analyze, and summarize statistical and technical data; prepare and present clear comprehensive and well-organized reports; efficiently organize and schedule work projects and meet established deadlines; properly interpret and make decisions in accordance with laws, regulations, and policies; review organizational issues from a global perspective; use a computer and variety of software programs; and interpret, explain, apply, and enforce a variety of rules and regulations, including grant requirements. VACATION: 80 hours of vacation each year plus eight additional hours for each year served beginning with the employee's sixth anniversary to a maximum of 200 hours per year. ADMINISTRATIVE LEAVE: FLSA-exempt positions accrue 40 hours of administrative leave per fiscal year. SICK LEAVE: 88 hours annually. Upon retirement an employee is paid for 50% of accumulated sick leave and 25% paid upon separation. MEDICAL INSURANCE: The City contributes up to $1,450 per month toward medical insurance for employee, eligible dependents and retirees. Employees have a variety of medical insurance plans to choose from. Employees who waive City-paid medical coverage and present proof of insurance in a non-City employee's health insurance plan will receive $300 per month cash in lieu. DENTAL INSURANCE: The City contributes up to $100 per month toward dental insurance for the employee and eligible dependents. VISION INSURANCE: The City contributes up to $30 per month toward vision insurance for the employee and eligible dependents. LIFE INSURANCE: The City provides a $100,000 life insurance policy. Additional life insurance is available. LONG TERM DISABILITY INSURANCE: The City pays the premium for long-term disability insurance for the employee. Classic members pay the full 8% and new members pay 7.25% of the employee contribution. TUITION REIMBURSEMENT: Those who have passed probation are eligible for reimbursement up to $4,500 annually for approved courses & books at Cal-State LA University tuition rates.
