Description The Holden Comprehensive Cancer Center at the University of Iowa is seeking an Associate Director of Administration. The Associate Director for Administration of the Holden Comprehensive Cancer Center (HCCC) reports to the Director of the Holden Comprehensive Cancer Center and provides primary administrative oversight to cancer-related programs of the HCCC and University of Iowa in general, as follows: Academic programs . Directs, monitors, coordinates, organizes, and evaluates administrative operations of the research, clinical, and educational and outreach activities of the HCCC. This includes the academic programs outlined in the NCI Cancer Center Support Grant (CCSG) and other interdisciplinary cancer-focused research programs. In this function the AD Administration works closely with the Deputy Director, Associate Directors and Program Leaders as defined in the CCSG and serves as a primary point of contact with the NCI on administrative matters pertaining to the CCSG. Supports the CCSG competitive renewal, progress reports, supplements in coordination with HCCC staff. Planning for all CCSG related operations including project management associated related to CCSG renewal. Assures that CCSG operations are implemented. Identifies and implements innovative informatics and computational tools to enhance accounting, decision support, and realignment of operations and roles within the HCCC. Clinical Cancer Activities . In partnership with the HCCC director, provide administrative oversight and strategic direction for the activities of the UI Health Care (UIHC) Cancer Service Line including all local, regional, and state-wide clinical cancer activities of the HCCC, both inpatient and outpatient, and including cooperation with partnering departments on care delivery. Day-to-day activities will be led by Cancer Care Service Line Administrator in cooperation with the HCCC Deputy Director for Clinical Services. Leads efforts, in collaboration with other units within UI Health Care, to design business and operational plans, strategic direction, continuous improvement, and implement a model for UIHC wide clinical cancer center care. This provides authority for both University of Iowa Hospitals and Clinics (UIHC) and Carver College of Medicine (CCOM) employees to facilitate clinical efficiency, enhance productivity, increase patient care satisfaction and enhance synergy between our clinical care, research and educational missions. Liaisons with, coordinates and promotes cancer related activities taking place across UIHC, outreach sites, wholly owned subsidiaries clinical departments, and UIHC COO. Multidisciplinary oncology activities . Provides administrative support to strengthen multidisciplinary oncology activities through development and implementation of disease-specific business plans designed to strengthen both clinical and research aspects of cancer-related programs at the UI. These efforts will include cancer-related activities taking place under the administrative umbrella of the clinical cancer center and the HCCC as well as other units. Works closely with other units within UI Health Care and the University at large to assure coordination and communication related to cancer-oriented activities and clinical services. Supports public relations, marketing, fundraising, and clinical outreach oncology care activities for the HCCC and assures these are synergistic with those of the institution at large. Serves as a liaison to statewide and national cancer organizations to promote the mission of the HCCC, UI Health Care and UI across Iowa and beyond. Education, community outreach and diversity . Collaborates with other HCCC Associate Directors to oversee the administrative team focused on the education, community outreach and diversity aspects of the HCCC mission. This includes, but is not limited to, the Cancer Biology Graduate Program, community outreach and engagement efforts including the community advisory board and HCCC interactions with the Iowa Cancer Consortium, and a broad range of efforts geared towards diversity, equity and inclusion with a particular focus on enhancing the diversity of HCCC faculty, trainees and staff. Interactions across the Colleges and the University . Identifies and tracks cancer-related research programs and initiatives irrespective of whether they are based in the HCCC, CCOM or other colleges. Identifies researcher needs, assists with resource development, and supports communication and synergy between groups. Management. Hires, develops, and manages performance of HCCC staff, including coaching, mentoring and professional development. Manages staff office allocation, remote work agreements, and distribute administrative duties and tasks. Develops and implements lean management processes. In cooperation with staff, evaluate and selectively implement innovative informatic/computational tools for accounting, decision support, and operational efficiency and excellence. Seek continuous improvement in all HCCC activities. Assure progress towards goals set forth in the HCCC Strategic Plan. Duties to include: Develops policies and goals related to management and administration that reflect the joint sponsorship by the CCOM and UIHC, as well as further the tripartite mission of HCCC. Consults and participates with the Director of the HCCC, hospital and collegiate leadership, and other HCCC Senior Leadership in matters related to clinical, research and education. Communicates issues and provides effective and appropriate input. Assures communication and coordination with other departments, colleges, and CCOM and UIHC Administration in the management of research and clinical oncology operation issues and provides leadership and accountability within UI Health Care with regard to oncology operations. Support the Deputy Director of Clinical Services and Cancer Care Service Line Administrator in complaints related to services, including access and delivery of services. Supports and, when necessary, investigates and resolves complaints relating to patient service billing and provider reimbursement. Works closely with the Joint Office of Patient Financial Services and provider specific departments relating to physician reimbursement, including academic support for leadership positions. Develops, implements, and refines financial models for all CCSG components, including programs, COE, Clinical Research, and biospecimens (BioMERs). Develops and implements a research space management plan for laboratory investigators in HCCC space. Manages the research space in the HCCC and negotiates for and administers assigned space within the UIHC in consultation with the Deputy Director for research. Negotiates for clinical and investigator space on behalf of Cancer Center members and potential recruits to the CCOM relating to oncology services or center related research. Supports the education and career enhancement of students, faculty, staff and the public through collaboration with the HCCC Career Enhancement team. Manages all HCCC fiscal activities, including coordination of annual budget process (operating and capital), analysis of income and expenditures, projections for annual budget requests, fiscal reports, equipment and supplies, maintenance, and assisting with and overseeing the grants management process. Provides administrative oversight of grants administration, clinical research and clinical services. This includes financial management of HCCC grants, institutional support, UI Center for Advancement funds, and other revenue sources. Is also responsible for the development of business plans related to new cancer related programs and identifying clinical resources, research, education, personnel and equipment needs. In conjunction with the Office for Marketing and Communications, provides administrative oversight for the development of marketing plans, recommendation of new services or programs and identification of new markets for the HCCC. Provides administrative oversight of the activities of the Clinical Trials Support Core, other HCCC shared research cores, Adult Blood and Marrow Transplantation Program and Ambulatory Care Clinic. In addition, the Associate Director of Administration oversees the Oncology Registry, which plays a significant role in the collection of data and is the primary link to Iowa's Statewide NCI sponsored Surveillance, Epidemiology and End Results (SEER) Program through the College of Public Health. Assists the HCCC Director in the center's interactions with the Iowa Cancer Consortium (ICC) and oversees personnel that work jointly with the ICC and HCCC. Is administratively responsible for the administration of the grant application process including, but not limited to the P30 CCG, and the conduct of research activities in the HCCC. Assists in administering the research grants associated with cancer related research that is departmentally awarded to members of the Cancer Center as needed. Oversees human resources activities for the HCCC, assures that all personnel policies and procedures set forth by the HCCC, University of Iowa (UI), CCOM, and UIHC are in compliance, assists with performance appraisals, promotes diversity, and provides advice and assistance to the Human Resources Representative regarding personnel issues. Represents HCCC on various internal and external committees, commissions, agencies and associations. Coordinates and provides guidance and assistance in the integration of cancer-related programs to the HCCC including alignment of budgets, personnel and organizational structure. Establishes written administrative policies and procedures for the HCCC, assuring conformance with CCOM and UIHC policies and directives. Develops, implements, and tracks progress of the HCCC strategic plan in collaboration with HCCC leaders and staff, assuring consistency with the strategic plans of the UIHC and the COM. Supports public relations and for the HCCC, through extensive communication with Joint Office of Marketing and Communications, the University of Iowa Center for Advancement and other external and internal groups and associations. Provides administrative oversight for management of the HCCC, UIHC and CCOM endowment resources, assuring appropriateness of expenditures. Communicates with faculty and/or departmental staff regarding clinical support activities, including the appropriateness of expenditures, contract or grant requirement, extension requirements and changes in policies and procedures including submission and execution. Oversees the monitoring of revenue cycle activities for the CCOM and UIHC and clinical account expenditures, makes recommendations and implements new processes. Prepares documents and reports for presentations and approvals for both internal to the University and external to regulatory and granting agencies. Provides financial reports and other data in response to surveys and questionnaires required by University, governmental, or other agencies. Responsible for monitoring compliance with and preparations for TJC accreditation, American College of Surgeons Commission on Cancer, National Cancer Institute and other regulatory agency site visits. SUPERVISION RECEIVED: The Associate Director for Administration reports to the Director of the Holden Comprehensive Cancer Center for all HCCC issues and works closely and collaboratively with designated leaders of University of Iowa Hospitals and Clinics for clinical operations, and the Assistant Vice President for Finance for academic and collegiate administration. SUPERVISION EXERCISED: Administrative and functional supervision is exercised over the Assistant Director of Outpatient Cancer Services, an Administrative Coordinator, a Communications Coordinator, and the Clinical Research Operational and Technical Directors. Other direct reports as assigned. Master's degree in Hospital and Health Administration, Public Health, Business Administration, or an equivalent combination of education and experience. 2. Comprehensive (10+ years) experience in both clinical and biomedical research administration. 3. Professional job-related experience fostering or promoting a welcoming and respectful work/academic environment where people of all backgrounds and perspectives feel welcomed and appreciated; or demonstrated ability to do so. 4. Proven ability to communicate effectively with physicians, researchers, administrators, and supervisors. 5. Developmental and administrative experience in a university setting or academic medical center. 6. Outstanding written, verbal, and interpersonal communication skills. 7. Excellent organizational skills. 8. Expertise in wide range of computer applications. 9. Public speaking experience. DESIRABLE QUALIFICATIONS 1. Experience managing large, interdisciplinary research programs including programmatic grants. 2. Experience in the areas of public relations, marketing and donor relations. 3. Demonstrated ability with complex statistical and financial analysis, presentation, and forecasting. 4. Experience in various aspects of research administration. 5. Experience in a unionized work environment. 6. Membership in the American College of Hospital Executives. 7. Previous administrative experience in a matrix organization and an academic cancer center.
