Performs highly responsible engineering work in the field and office; manages, leads and carries out major engineering projects and programs; has wide latitude for independent decision making consistent with sound engineering practices; guides and trains intermediate and junior engineers and other engineering staff Essential Functions Leads professional engineers, other engineering and administrative staff, conducts or leads the development and completion of a variety of large, complex projects with a focus on water pipeline condition assessment, inspection and monitoring Leads the preparation of plans, reviews and/or prepares plans, specifications, cost estimates and contract documents for condition assessment; reviews consultants' and contractors' submittals Participates in the formulation of water pipeline infrastructure monitoring projects/programs Plans, organizes and oversees a wide range of multi-disciplinary, multi-faceted engineering activities Assists Section Manager with the oversight of multi-year programs such as Pre-stressed Concrete Cylinder Pipe ( PCCP ) Monitoring and Condition Assessment Program; Valves Condition Assessment Program, metallic pipe condition assessment, etc. Performs project management of water infrastructure inspection and condition assessment projects Contributes in preparation of technical engineering reports and helps coordinate specialized investigations with other departments Researches new methods, technologies and procedures for analyzing and rehabilitating the water main system Assists in the investigation of water distribution and transmission mains deficiencies Drives a vehicle to conduct WSSC Water business Other Functions Manages and/or prepares contract documents for water infrastructure inspection and condition assessment projects Performs transient analyses related to the identification and resolution of excessively high- water pressures in the water system Assists in the Water Main Condition Assessment and Inspection Programs such as PCCP and non- PCCP Monitoring and Condition Assessment, Valves Program and Pressure Monitoring Program Reviews hydraulic analyses of water system to determine adequacy, problems, and needs Performs engineering investigations, studies and technical support Investigates/evaluates new materials and methods for incorporation into WSSC Water's standards Interfaces with the public, public officials and regulatory agencies Performs field visits and/or enters into water mains and other confined spaces to ensure contract quality. For the PCCP Program, must enter water mains 48-inch and larger to assist with inspections Performs other related duties as assigned Work Environment And Physical Demands Work is performed in a standard office environment Required Knowledge, Skills, And Abilities Responsible for engineering projects involving highly specialized and complex engineering requirements Comprehensive knowledge of the principles and practices of civil engineering especially water and wastewater utilities Knowledge of utility asset management principles Considerable knowledge of water design of all pipe sizes (including larger than 36" diameter), industry standards and practices, and municipal public works planning, design, and administration Knowledge of hydraulic modeling and transient pressures to analyze pipe networks Thorough knowledge of WSSC Water and applicable state, county, and municipal standard details, specifications and regulations Proficient in the following areas: hydraulic principles including friction head loss, pipe roughness, energy and hydraulic grade lines, pipe network system, hydraulic equations Ability to plan and direct the work of professional engineers, other engineering personnel and administrative personnel Ability to apply engineering knowledge and interpersonal skills to administrative, professional and technical problems/assignments Ability to present technical ideas and reports both verbally and in writing Ability to work well, effectively and lead in a team; ability to work well independently without detailed instructions and guidance Good computer skills (e.g., word processing, spreadsheet, database, computer aided drafting and design, scheduling software and Geographical Information System ( GIS ) Minimum Education, Experience Requirements Bachelor's degree in Civil, Sanitary or Environmental Engineering 5+ years of experience in managing water pipeline projects and water design of all pipe sizes, including planning, managing and directing engineering projects Additional Requirements Possession of a valid driver's license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver's permit within 90 days of hire or transfer date; Completion of all safety training as required by WSSC ; Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter Preferences Professional Engineer registration in the State of Maryland Basic understanding of the Maintenance Management and Geographic Information Systems Master's degree in Civil, Sanitary or Environmental Engineering Salary$118,178 - $201,222 Posting Detail Information EEO Statement AN EQUAL EMPLOYMENT OPPORTUNITY EMPLOYER It is the policy of the Commission to select new employees and to promote current employees without regard to race, sexual orientation, sex, religion, national origin, marital status, or handicap.
