MORGNER is seeking qualified candidates for the "Project Controls - Contract Administrator" position with Los Angeles World Airports (LAWA).SynopsisThe TDIP Scheduler shall report to the TDIP Project Controls Manager. The TDIP Scheduler shall be ultimately responsible to develop and maintain detailed construction planning schedules for new construction and renovation work, as required for the Terminal Development & Improvement Program. These schedules may incorporate several scenarios used to finalize construction sequencing and contracting plans. These projects may include, but are not limited to: Airline Terminal Improvement projects, Airport Service Improvement projects, Terminal Development projects and Asset Renewal.Position Description SummaryParticipate as integral member of an owner's program and project controls team, being directly responsible for scheduling multiple, interdependent projects of a large scale ($100m+ in value). Work collaboratively with other elements of the owner's team, including project managers, construction managers, other controls discipline leads, and claims staff to monitor, report on, and negotiate issues on assigned projects. Review designer and contractor submitted schedules and perform analysis as needed.Provide owner with objective assessments of schedule delays (using Time Impact Analysis or other means), present summary and detailed findings to owner andor third parties as needed. Engage in direct discussions with contractor, as needed, to understand basis of delay claims and support owner's understanding of potential liabilities for the negotiation of appropriate settlements.Key Identifiers for the PositionRepresenting an owner, direct experience scheduling multiple, interdependent projects.Direct forensic scheduling experience to support claims analysis on large complex projects (projects of at least $200M value and 3-years or greater duration).Demonstrate understanding of design and construction methodologies and project life-cycles.Essential Job DutiesReview project schedule submittals by Design and Contractor Teams.Perform independent analysis of submitted schedules for Owner, ensuring all schedule submittal meet or exceed the requirements set forth by the contracts. These independent analyses include, but are not limited to the review of:Preliminary schedulesBaseline schedulesFour week look ahead schedulesMonthly schedule updates and corresponding recovery schedulestime impact analysistime extension requests (as applicable)As-Built Project SchedulesFacilitate coordination on interface issues between multiple projectsEnsure submitted schedules follow LAWA project code and activity code structureIdentify, understand and apply the relevant sections of the contract to each claimAssist with change order and claims disputesComplete analyses of contractor's delay claims and related time impact analyses within context of the contract documents and industry practice; examine the claim and actual schedule for later or earlier completion; identify related disruption, acceleration and recovery opportunities; and recommend apportionment of the delay andor acceleration and any additional associated costs in accordance with applicable, accepted practices, such as AACE International issued Recommended Practice No. 29 Forensic Schedule Analysis (RP 29).Provide reports of analyses and briefing materials as required. Develop reports that effectively communicate complex project sequencing andor forensic assessments.As applicable to particular claims, provide observations on potential delay mitigation, related schedule issues, communicate to team and recommend alternatives, if anyContribute to the advancement of LAWA's goals through commitment to productive collaboration with all stakeholders.HardwareSoftware KnowledgeRequires advanced use of Oracle Primavera software (mastery of Primavera Project Planner Version 6.0 or higher required), along with related software tools such as Schedule Analyzer, Microsoft Project, Claims Digger, etc.Proficient in Microsoft Office Suite and Bluebeam.Professional Experience LevelOther Qualifications10 years or more of scheduling experience with 5 plus years in direct support of an active construction project.Direct forensic scheduling experience to support claims analysis on large-scale, complex heavy civil, vertical and horizontal projects (projects of at least $200M value and 3-years or greater duration) particularly for assessment of delay claims and potential owner's liabilities.Experience with various delivery methods, including Design-Bid-Build, Design+CMAR and DesignBuild.Demonstrated experience scheduling for multiple concurrent and interrelated projects.Ability to effectively communicate technical and schedule related information in oral and written form to non-expert audiences.Ability to work collaboratively with other subject matter experts and resources to support owner's evaluation of claims.Demonstrated ability to understand technical and complicated construction program, contract and the ability to communicate progress and findings to both technical and management-level personnel.Prior experience in aviation and large transportation projects, is highly desirable.Proven accuracy, reliability and completeness in job accomplishmentEducationTrainingBachelor's degree in Engineering, Construction Management, or other related technical field required.Relevant Professional Licensure & Certifications are strongly preferred.Element-Specific RequirementsNotesMay assume other duties as requiredneededMaybe required to work past regular work shiftMaybe required to work various shifts as neededLAWA will provide a desktop computer that can be VPN'd intoConsultant MUST have a company-provided laptop computer.
