JOB TITLE: ACCOUNTING SPECIALIST - PURCHASING FLSA STATUS: NON-EXEMPT BENEFITS STATUS: FULL-TIME - 12 MONTHS SALARY (MONTHLY): OFF6 $3213-$3838 + 5% LOCAL SUPPLEMENT GENERAL STATEMENT OF JOB Under general supervision, performs all aspects of the purchasing process. Reports to the Chief Finance Officer. DUTIES AND RESPONSIBILITIES Maintain requisitions and purchase order data, uphold the integrity of our purchasing process, and ensure purchases do not exhaust more funding than is available. ESSENTIAL JOB FUNCTIONS All aspects of purchasing, including but not limited to: Assist school treasurers, department heads, and other purchasers in finding the best price when procuring goods and services Maintain vendor records and communicate unauthorized vendors to school treasurers, department heads, and other purchasers Review requisitions for appropriateness, typographical errors, budget coding, and funding availability before approval as purchase orders Approve requisitions based on federal, state, and CCS purchasing policies, guidelines, rules, and regulations Data management and reporting Periodic (monthly/weekly) review and maintenance of outstanding purchase orders Maintain up-to-date purchasing manual Provide training to new purchasers Communication, written and oral, with purchasers, department heads, vendors, software representatives, state officials, and outside auditors Compilation and timely reporting of various statistical reports including, but not limited to Recycling and HUB Manage and reconcile the Procurement Card Program Facilitate the development of procedures to streamline operational functions of purchasing Assist with fiscal year-end process Generate reports as needed and requested Other duties as assigned ADDITIONAL JOB FUNCTIONS Performs other duties as assigned by the Chief Financial Officer Backup for posting bank deposits and reconciling fixed assets MINIMUM TRAINING AND EXPERIENCE Minimum of an Associate's Degree in Accounting, Business Administration or a related field (preferred) and three years of experience in purchasing and/or computerized accounting (required) Must be an energetic team player, model impeccable ethical values, and possess excellent verbal and written communication skills Must be able to interpret and enforce policies and statutes Must be organized and detail-oriented with the ability to problem solve, apply reason and exercise independent judgment in completing assignments Must be able to accomplish specific tasks, meet established standards, goals and deadlines Must be willing to obtain certification as a local government purchasing officer and complete the NCASBO Academy program within 3 years of hire date Position requires occasional overnight travel for training MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Physical Requirements: Requires light physical work. Must be able to lift mail and boxes up to twenty pounds. Must be able to sit at a computer for extended periods of time. Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Language Ability: Requires the ability to read, understand and complete forms. Intelligence: Requires the ability to apply common sense understanding to carry out instructions furnished in written or oral form. Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in standard English. Numerical Aptitude: Requires the ability to utilize mathematical formulas, to add, subtract, divide and multiply. Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using a computer. Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under moderate levels of stress. Physical Communications: Requires the ability to talk, write and hear. KNOWLEDGE, SKILLS AND ABILITIES General knowledge of standard office procedures. High level of knowledge in computer operations with ongoing in-service training. Working knowledge of general office equipment. Ability to demonstrate proper telephone etiquette. Ability to communicate effectively and politely with all levels of employees. Ability to attend to details necessary to complete forms properly. Ability to maintain confidentiality. Ability to work without supervision. Ability to exercise independent judgment and initiative in completing work assignments.
