The Opportunity WSDOT is seeking an enthusiastic and skilled Transportation Engineer 2 to serve as the Environmental Transportation Engineer (In-Training) in SeaTac, WA. This position acts as the Environmental Inspector for the SR 509 Stage 1b and stage 2 projects, responsible for assisting in the oversight of Design Build and Design Bid Build project activities. This position will also assist in the direct inspection of construction projects and assure compliance with contract plans and specifications including environmental permits and commitments under the supervision of the Environmental Compliance Manager. The Environmental Engineer will prepare field reports and take and file project photos documenting construction work and issues. This position meets the organizations mission by providing Quality Verification Oversight of project specific environmental permits, commitments, plans, and specifications. This position supports the Environmental Compliance Manager and Office Manager to ensure design and construction contract requirements are met. Note: This position includes an approved in-training plan; therefore, it may be filled at the Transportation Engineer 1 or 2 level. The salaries for these classifications are as follows: Transportation Engineer 1: $64,474 - $86,637 annually depending on qualifications. Transportation Engineer 2: $71,101 - $95,621 annually depending on qualifications. What to Expect Among the varied range of responsibilities held within this role, the Environmental Transportation Engineer will: Perform Quality Verification (QV) Environmental inspection of construction activities. Perform field reviews of contractor installed Best Management Practices (BMPs). An example of this work is to schedule a site visit to inspect the BMP measures that were implemented and check them for conformance to the Contract. Equipment used may include gloves, shovels, buckets, measuring tapes, turbidity meters, and pH test kits. Respond to emergency field situations to document contractor response. Develop site and work specific pre-activity safety plans in advance of inspection activities and review on a regular basis as work progresses. Take time each day to plan for safely accessing and performing your work. Continuously monitor work areas and make adjustments as needed to ensure safety. Attend various field location meetings including safety tail gate discussions, Just In Time environmental trainings, and Pre-Activity meetings. Audit compliance with contract plans, specifications, permits and commitments. Qualifications This is a Transportation Engineer 2 position. However, the hiring manager reserves the right to fill the position at a TE 1 or TE 2 level (depending on qualifications), providing an opportunity for an individual to gain the required experience on the job as part of a formal "in-training" plan. To be considered for the TE 1 level, the following are required: A bachelor's degree in civil engineering or related field such as environmental, geology, or environmental engineering. OR Certification as an Engineer In-Training (EIT) To be considered for the TE 2 level, the following are required: A bachelor's degree involving major study in transportation, landscape architecture, environmental or urban regional or land use planning, engineering, public or business administration, economics, biology, or natural or physical sciences AND one (1) year of professional transportation experience involving analysis and evaluation of transportation issues and problems, including experience with environmental related problems. OR Two (2) years of experience as a Transportation Technician 3, Transportation Engineer 1, Bridge Engineer 1, or equivalent experience in environmental aspects of highway construction. OR A master's degree involving major study in transportation, landscape architecture, environmental or urban, regional or land use planning, engineering, public or business administration, economics, biology, or natural or physical sciences. The following are required at both levels: Valid Driver's license Ability to respectfully communicate, both orally and written, with groups and individuals representing Contractor, WSDOT, Local Agencies, Resource Agencies, and private citizens. Ability to read and understand construction plans and provisions and relevant mandatory standards. Work on uneven ground, transport up to 35 pounds across heavy & uneven terrain, climb ladders and work in inclement weather, if needed, when performing quality verification environmental inspection. Ability to work beyond scheduled shifts, including overtime, nights, and weekends when necessary to meet project deadlines. Ability to travel throughout the region to visit project sites. Basic computer skills It is preferred that qualified candidates also have: Experience interacting with stakeholders, outside agencies, and the public. Knowledge of and experience with construction administration procedures for WSDOT projects. Knowledge of WSDOT Standard Specifications, Environmental Manual, Construction Manual, Materials Manual, Design Manual, and utility requirements and standards. Experience reading and understanding contract documents such as environmental permits, special provisions, contract plans, and standard specifications. The salary listed includes the legislative approved 5% salary premium for positions in King County.
