Work Days/Hours: Monday - Friday 8:30 a.m. - 5:00 p.m. (Hybrid schedule available, occasional evening work may be required) The General Services Department is seeking a skilled and highly motivated Senior Project Manager to join its Project Management Division. Our Team manages sustainability, design, maintenance and construction projects at our City facilities, parks and trails. Position devoted to providing oversight and management of multiple, complex, and high-profile design and construction projects for City facilities and major maintenance. projects. The position will work closely and align with the City's Sustainability and Energy Management Program and goals. Oversee the entire project lifecycle which may include land acquisition, design, construction, and close-out. Responsible for managing design consultants, general contractors, Construction Manager at Risk contractors, and other consultants; ensuring that projects meet deliverables and specifications; inspecting projects on site; developing and maintaining project records including documenting all issues, managing, and tracking schedules and budgets; reviewing project documents and construction activities; identifying and managing risk issues, reporting unresolved issues to upper management; preparing reports and agenda items for the City council; making presentations; reviewing and approving payment requests; and participating in project planning and budgeting. Duties/Responsibilities Management of complex capital improvement projects based on City and client needs and expectations; prepares project charters, develops project schedules and budgets, conducts bid openings, develops request for proposals, negotiates contracts, leads project meetings, coordinates design for in-house projects or oversees contractors; and ensures that project operations comply with contract specifications, and applicable laws, policies and procedures. Prepares and/or reviews project contracts, plans, specifications, manuals, progress and other reports, requests for proposals, bid documents, change orders, and other documentation; maintains records; and prepares agenda items for and makes presentations to internal and external stakeholders. Collaborates with design and other consultants, general and special trades contractors, architects, Construction Manager at Risk contractors, City Attorney staff, and other City departments, and external agencies; develops and makes presentations to City Council, as assigned; oversees project operations; resolves issues and mitigates project risks; negotiates contracts; and provides technical and general information. Minimum Qualifications & Experience Bachelor's degree "or" equivalent. Five years of project management experience. A valid North Carolina Class C Driver's License with a satisfactory driving record. Additional Preferred Skills Five or more years of managing municipal or public capital improvement projects Ability to demonstrate understanding of local government administration, finance, and procurement. Ability to demonstrate understanding of grant administration and management. Ability to demonstrate MS Office (Word, Excel, PowerPoint, Outlook) and Adobe software proficiency. Certification in project management, process improvement, organizational skills, or equivalent.
