Position Information: The New York State Department of Agriculture and Markets seeks an Information Technology Specialist 3 to work at the New York State Fair and install, test, and maintain end-user and enterprise hardware and software. Specifically, the Information Technology Specialist 3 may supervise and perform business/systems analysis and design activities, meet with users to gather requirements, review and recommend the selection of hardware, software, and maintenance services, and participate in the procurement process. In addition, the position will design and implement the architecture and infrastructure of enterprise systems, maintain a thorough understanding of the environment to ensure adherence to standards, and utilize accepted practices for enterprise design. The Information Technology Specialist 3 will also be responsible for recommending infrastructure improvements, deploying and maintaining systems following established guidelines, implementing enterprise information security procedures and protocols, and participating in security risk reviews and remediation activity, including producing written reports. This position is perfect for a self-driven candidate interested in providing technical and agency program IT support activities for the Great New York State Fair. The Information Technology Specialist 3 is a full-time position working 37.5 hours per week, Monday-Friday. Benefits: This is a PEF-represented position that offers excellent benefits! Within the first year, you are eligible for 5 days of personal time, 13 vacation days, 13 sick days, and 13 paid holidays! Salary: The starting salary for the Information Technology Specialist 3 is $84,156/ year, and the hiring salary for the PEF salary grade (SG) 23. The candidate appointed to this position will be eligible to participate in the New York State Performance Evaluation Program. Through this program, employees receive yearly performance evaluations. Performance advances are payable to PEF employees whose base annual salary is below the job rate for their current position and who were rated "Satisfactory" or its equivalent on their yearly performance evaluation. Performance advance payments are added to an employee's annual salary. Over time, yearly performance advances may lead to the SG-23 job rate salary of $106,454/ year! Minimum Qualifications: NY HELPS Qualifications: Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing. Degree Substitutions: A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience. NY HELPS Program: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
