Position Overview The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Assistant Payroll Administrator. Under direction, this position will provide high level oversight of the Department's Statewide Benefits and Worker's Compensation programs. The position will plan, organize, execute, control, and evaluate the payroll, timekeeping, and benefits systems and establish goals and objectives for the Statewide Benefits Program. This position will confer with management to resolve problems, implement systems, and process improvements. The position will serve as working supervisor or subordinate professional staff and will develop and interpret payroll and timekeeping policy and rules. The position will also manage payroll closing and the processing of supplemental payrolls as appropriate. This position is a great opportunity for someone who is detail oriented and dedicated to ensuring the accuracy and efficiency of the Department's payroll, benefits, timekeeping, and worker's compensation programs. We invite all qualified applicants to apply to join our innovative team to help make a difference in the lives of children and families Essential Functions Serves as Benefits Supervisor Serves as working supervisor Develops and interprets payroll and timekeeping policy and rules for staff, regional timekeepers, and payroll office staff as it relates to Workers Compensation, FMLA, and Insurance Manages Workers Compensation, FMLA, and Insurance Benefits programs Serves as liaison between Payroll and the Office of Employee Services (OES) Leaves of Absence Unit, resolving any discrepancies Reviews, evaluates, and analyzes existing policies, procedures, and manuals regarding payroll and timekeeping functions Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration Requires two years of responsible administrative experience in a public or business organization Specialized Skills Of the noted 2 years of experience, requires that the experience be in payroll and timekeeping program operations. Preferred Qualifications 2 years of professional experience conducting payroll and timekeeping program operations in a public or business organization 2 years of professional experience in a public or business organization utilizing extensive knowledge of payroll and timekeeping program operations 2 years of professional experience in a public or business organization utilizing the ability to develop and manage a supportive agency program 2 years of experience in a public or business organization utilizing effective organizational, analytical, and written/oral communication skills 2 years of professional experience in a public or business organization utilizing the ability to develop, install, and evaluate new and revised methods, procedures, and performance standards 2 years of experience in a public or business organization utilizing computer skills, particularly in Excel, and a working knowledge of other Microsoft Office products (Outlook and Word) Conditions of Employment Requires ability to pass a background check The conditions of employment listed here are incorporated and related to any of the job duties as listed in the job description About the Agency DCFS is deeply committed to the welfare and protection of children.
