IRC's Emergencies & Humanitarian Action Unit The IRC's Emergencies & Humanitarian Action Unit (EHAU) oversees IRC's global emergency preparedness and response activities. The mission of the EHAU is to expand and improve IRC's ability to help affected communities survive in acute emergencies and hard to reach contexts by investing in people, systems, and solutions to complex humanitarian challenges. The EHAU team achieves this mission through ongoing rigorous risk analysis, investing in capacity strengthening of frontline humanitarians, partnership with local actors, offering collaborative support and technical assistance to teams working in emergencies and hard to reach places, and deploying and supporting world class emergency response staff as they help people affected by acute crisis situations. Job Overview The Emergency Health Coordinator will lead the implementation, monitoring and supervision of health and nutrition program activities, including coordination with various stakeholders such as local health authorities, community leaders and clients, to ensure the effective delivery of the program. They will provide technical and managerial leadership to programs and ensure all activities are of high quality. Likewise, they will ensure program delivery is on time and on budget, as well as ensure special initiatives, expansion and scale up efforts align with specific and overall program strategies. They will be responsible for programmatic, operational, financial, and staffing aspects for the health team, as well as representation with key actors in the field including the Secretariat of Health (S0H), UN agencies and other NGOs. Major responsibilities Program Management: * Lead the implementation of health and nutrition strategies and program interventions through a coherent approach in accordance with IRC and international best practice. * Ensure the effectiveness, impact and delivery of the emergency health and nutrition program is continually monitored and evaluated. * Manage the day-to-day running of the emergency health and nutrition programme ensuring financial planning, budgeting, and quality improvement of the programme in line with the emergency preparedness, response, and resilience plan. * Coordinate with local health authorities, partner NGO, civil society organisations, community leaders and clients among other stakeholders to ensure a cohesive emergency response. * Lead in and conduct health and nutrition technical assessments in collaboration with key stakeholders to identify the health and nutrition priority needs of vulnerable populations and ensure that the program response is tailored to the needs. * Oversee the management of health and nutrition supplies (not limited to immunization supplies, Infection prevention & control supplies, medical commodities & pharmaceuticals) ensuring timely and effective planning and forecasting, procurement, prepositioning and distribution of supplies across the program. Technical Support: * Provide technical support to supervised staff, promoting learning and documentation based on health and nutrition program objectives. * Ensure that program staff and partner organisations are adequately supported and receive guidance on design and implementation of quality health and nutrition interventions. * Conduct regular field visits to monitor program interventions, quality of programming and provide mentorship to field-based staff and partners. * Support the partnerships team to identify and strengthen partnerships with strategic partners to effectively deliver impactful health and nutrition programs to our clients. * Develop a training needs assessment of partner staff, health and nutrition frontline staff and program staff to prioritize capacity building efforts in the health and nutrition response. * Lead quality program design alongside key stakeholders leading to preparation of quality technical proposals and program reports for donors and other stakeholders. * Monitor disease prevalence and other hazards through strengthening surveillance systems, response mechanisms and assess the needs for additional health and nutrition response activities. Representation and Coordination: * Actively develop and maintain effective working relationships with key health stakeholders including local authorities, NGOs and other relevant actors. * Represent the health program with external stakeholders in relevant forums and coordination structures. * Coordinate with field teams, supply chain and logistics colleagues on major procurement and pharmaceutical management. Monitoring and Evaluation: * Ensure program interventions are guided by effective monitoring and evaluation plans to assess the impact of the health and nutrition program. * Ensure collection and analysis of program data to iteratively inform program adaptations. * Prepare and submit donor, and other relevant reports, organizational briefs and sitreps in a timely manner. Equitable Partnerships : * Champion a culture of effective and respective partnerships across emergency responses. Promote partner-led programming in line with IRC's "why not partner?" approach. * Identify and develop partnerships with local and international implementing partners as appropriate for program design and service to clients based on IRC's PEERS standards of equal and effective partnership. * Working closely with the Partnership team, ensure adequate support to partners to facilitate quality program implementation and provide capacity development, where needed. Team Culture and People Management: * Provide day-to-day line management, onboarding, ongoing training, technical support and guidance to program and clinical staff, ensuring they maintain high performance, collaborate effectively and are accountable for quality of work. * Cultivate and maintain a positive work environment, while additionally setting an example of 'One IRC'-way of working within the team. * Advance efforts to promote gender equality, diversity and more inclusive practice across our programming and our ways of working. Job requirements * Bachelor's degree in Public Health, Nutrition, Medicine or a related field (master's degree preferred). * Minimum of 5 years' experience in health and nutrition programming preferably in humanitarian or emergency contexts. * Strong understanding of public health and nutrition approaches including assessment, surveillance, outbreak response and management of acute malnutrition. * Strong program management background with experiences in program planning, design, implementation, monitoring and evaluation. * Proven ability to coordinate and collaborate with diverse stakeholders including local health authorities, NGO, UN partners, donors and community-based organizations. * Excellent communication and interpersonal skills with the ability to work effectively in a multi-cultural and multi-disciplinary team. * Fluency in English is required while fluency in Arabic is an added advantage.
