The Office of Strategic Initiatives and Program Support (SIPS) supports NCDOT senior leadership and is charged with understanding current and future industry trends, leading strategy development, streamlining decision making, solving complex policy problems, and facilitating process improvement so NCDOT is better able to meet strategic goals and targets. SIPS's mission is to utilize data, research, and input from agency leaders, customers, and partners to facilitate agency visioning, long-range planning, performance target setting, program management, and cross-departmental strategic initiatives. The Statewide Initiatives team in SIPS manages statewide programs - including National Electric Vehicle Infrastructure (NEVI), Carbon Reduction Program (CRP), and Congestion Mitigation and Air Quality (CMAQ) - as well as cross-cutting issues and activities - including resiliency, freight, and long-range statewide planning. This position serves as a program and project manager on the Statewide Initiatives team. The position will be responsible for managing multiple cross-cutting programs for the Department, including resiliency and freight. Activities may include developing program strategies and roadmaps, facilitating internal workgroup discussions, coordinating with external partners, seeking and securing funding, liaising with agency leadership and other business units on cross-cutting initiatives, recommending policies and actions, and a broad range of tasks needed to ensure goals are met and progress is being made toward an identified future vision. The selected individual will frequently interact with agency leaders, internal partners, and external stakeholders. The selected candidate must have strong communication and collaboration skills. The ideal candidate will be good at facilitating discussions and decisions from technical experts across multiple units. The ideal candidate will be proactive and independent in completing complex tasks that often do not have written job aids or clear instructions. Experience managing projects, programs, staff and/or consultants. Experience analyzing data. Experience communicating with diverse audiences in oral and written format. Demonstrated ability to establish and maintain working relationships and serve as a technical advisor with a variety of customers and stakeholders, including state, federal, regional or local government or planning organizations. Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
