The department issues approximately 40,000 building permits a year and conducts thousands of inspections by local code officials. WHO WE ARE LOOKING FOR The Department is seeking a (Field Supervisor-Sediment Control) to join our team. This person will need the interpersonal skills to manage and lead a team of inspectors with varying experiences and abilities and be able to collaborate with a wide range of stakeholders, including contractors, construction managers, and County and state officials. What You'll Be Doing This position will supervise inspectors who conduct full performance-level inspections, site evaluations, and compliance with sediment control and stormwater management requirements per Chapter 19 of the Montgomery County Code. Inspections are required in the areas of sediment control, stormwater management, floodplains, and special protection areas to ensure compliance with approved plans, standards, and permit requirements. Enforce established work policies and procedures. Oversee the coordination and distribution of work assignments and the scheduling of inspectors. Provide expert technical advice and guidance to field inspectors; conduct the most complex inspections. Ensure the timely completion of inspections and the submission of reports in the INFOR database system. Conduct and document supervisory quality control inspections. Evaluate staff performance and conduct team and one-on-one training. Address grievances, escalated complaints, and special assignments. Work collaboratively with DPS department staff, customers, contractors, engineers, and internal/external partners. Help prepare sites and participate in the MDE Bi-annual review of the inspection and enforcement program. As part of the management team, the person in this position helps develop, implement, and evaluate the quality control program, analyzes data to develop recommendations for improving inspections, and may serve as the liaison to other County departments and outside agencies such as MDE, MCDOT, DEP, DGS, MCPS, MNCPPC, DHCA, MC311. Minimum Qualifications Experience : Thorough five (5) years professional experience in a Sediment Control & Stormwater Management inspection, compliance, enforcement, and construction management of developmental plans. Education : Graduation from an accredited college or university with a Bachelor's Degree. Equivalency : An equivalent combination of education and experience may be substituted. Preferred Criteria, Interview Preferences All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified," placed on the Eligible List, and may be considered for interview. Employees meeting minimum qualifications who are same grade or higher will be placed on Eligible List as a "Transfer" candidate and may be considered for interview. Preference for interviews will be given to applicants with experience in the following: Experience analyzing and applying applicable County Code Chapter 19, MDE & DPS construction methods and design standards including enforcement. Experience in supervising and directing the work of field inspectors, providing oversight, evaluating performance, mentoring, and addressing performance. Experience in providing front-line customer services to residents, contractors, engineers, developers, and lawyers.
