Job Description Under supervision, the Civil Service Liaison will be responsible for assisting with the Civil Service hiring process, tracking email correspondence, auditing Civil Service records and codes, assisting with background investigation functions, the dissemination of digital fingerprint results and other related HR functions. Typical Tasks Civil Service Hiring: Handles administrative duties related to Civil Service Hiring Pools including but not limited to: preparing materials for hiring pool; emailing hiring pool notices to candidates; filing, photocopying and scanning documents; tracking emails; etc. Facilitates the flow of candidate interviews at hiring pools to ensure positions are filled in compliance with all applicable Civil Service laws and NYC Health + Hospitals rules and regulations. Reconcile hiring pool documents to prepares dispositions required to document the status of each candidate and the overall results of each hiring pool. Enters data into departmental databases to document the outcome of each hiring pool, update candidate address changes and/or restorations. Assists with coordinating qualifying language assessments, as needed. Tracks and assists with responding to inquiries from the general public, employees and candidates regarding Civil Service exams, list status and various departmental initiatives received via phone or email, escalate to senior staff as necessary. Generates system reports to facilitate the monitoring and replacement of Provisionals. Assist with file management, including scanning and archiving civil service records, hiring pool results, reports and background records in OnBase and other electronic platforms. Assists with quality assurance reviews of scanned files and data base entries to ensure accuracy and completeness prior to the destruction of paper records. Assists with preparing summary reports, metrics and memos regarding civil service hiring pools and exams. Assist with Civil Service Code Audits. Responsible for tracking candidate restorations to civil service lists and processing address changes in the departmental database. Tracks and follows up on DP 2001 requests from both H+H HR Departments and NYC agencies to ensure time and leave balances are accurately transferred for employees leaving/coming to NYC Health + Hospitals to/from a NYC agency. General Background Functions: Assist with the review and dissemination of digital fingerprint results to applicable facility secure folders. Review candidate's background and onboarding documents for completeness and accuracy. Conduct various background checks, review and document results. Special Officer Assist with processing Special Officer candidates at background events, as needed. Tasks include reviewing and collecting candidate's background documents, taking manual fingerprints and scanning background documents for submission to the NYC Department of Citywide Administrative Services (DCAS). Conducts post-offer background checks for Special Officer candidates, including and not limited to: excluded provider checks (SAM, OMIG, OIG, OFAC); NYS Statewide Central Registry checks; Form I-9 and E-Verify; etc. Updates PeopleSoft data, including background clearances, citizenship, and other information, as needed. Complete onboarding checklists with background clearances for selected candidates to confirm all required checks have been conducted and are on record prior to issuing final offer letters. Special Projects: Participates in Special Projects and performs additional duties, as assigned. Minimum Qualifications 1. Bachelor's Degree from an accredited college or university in Human Resources Management, Labor Relations, Public Relations, Healthcare Administration, or a related discipline; or 2. Associate's Degree from an accredited college or university in Human Resources Management, Labor Relations, Public Relations, Healthcare Administration, or a related discipline and two (2) years of relevant experience in human resources or personnel administration, labor relations, employee relations, learning and development, talent acquisition, customer service (providing information and resolving customer concerns), or a related administrative support function; or 3. High School Diploma or its educational equivalent and four (4) years of relevant experience, as described in "2" above.
