Jefferson Street, Phoenix, Arizona 85043 Must reside in the State of Arizona Posting Details: Salary: $80,000 - $91,000 Grade: 25 Closing Date: Open until filled Job Summary: Are you a seasoned Human Resources (HR) professional with a desire to work in an innovative forward focused state agency? This position will perform work requiring considerable independence, initiative, and judgment in combining a broad scope of professional human resources knowledge and comprehensive analytical judgment as the subject matter expert, and provide advice and counsel to agency and HR leadership/staff and all levels of staff within the agency related to ER and Leave in a confidential manner.This position will ensure compliance with all employment laws, personnel rules, guidelines, and agency policy and procedures, and assist in developing and promoting positive business practices to improve employer/employee working relationships at all levels. Major duties and responsibilities include but are not limited to: • Provides leadership and directs all activities and functions over ER and Leave Administration. Manages and assists direct reports with problem solving regarding work methods and processes, developing and implementing performance metrics, applicable training and standard work. Complete performance appraisals, approve leave and ETE time entry for staff. • Consult with AHCCCS management and team members and make recommendations for action in all areas of ER and Leave Administration, including but not limited to corrective action and discipline, FMLA, ADA, EEO, workers' comp, etc. Conduct investigations and write/edit reports as needed. Ensure compliance with all employment laws, personnel rules, guidelines, and agency policy and procedures. • Consult and work with the Governor's EEO and the Federal EEOC: receives complaints, researches and responds timely to charge claims. Ensure compliance with all employment laws, personnel rules, guidelines, and agency policy and procedures. • Conduct workshops and coaching sessions for management, supervisors, employees and HR staff regarding applicable HR ER and Leave policies/procedures. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Knowledge, Skills & Abilities (KSAs): Knowledge of an/or ability to learn: • Current principles, practices and methods in the management of a large HR program. • Federal and state statutes, rules and regulations, agency policies and rules and regulations as they apply to the HR functions of the assigned unit. • Principles and practices of modern organizational development. • Conflict resolution and counseling principles. • Methods and techniques of managing projects. • Microsoft Office Suite, Google, HRIS, PageUp and/or similar applications. Skilled in: • Directing a diverse group of staff; setting goals, objectives, and identifying meaningful measurements. • Establishing priorities among conflicting needs. • Communicating effectively verbally and in writing. • Designing and deploying HR initiatives to assigned agency/staff. • Policy development. • Analyzing diverse situations/issues and determining actionable solution. • Synthesizing diverse issues and information, making inferences from written material. • Developing and implementing various improvement initiatives for assigned programs. Ability to: • Analyze specific problem situations and determine acceptable solutions within the framework of laws, rules and regulations. • Perform research, collect and analyze data and report information. • Negotiate and apply reason persuasively to resolve employee relations issues. • Comprehend and make inferences from written material. • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes and work cooperatively and jointly to provide quality seamless customer service. • Develop and maintain collaborative working relationships. • Professionally represent AHCCCS to groups or individuals both internally and externally; prepare and present updates and reports. Selective Preference(s): Minimum: Any combination of training and experience that meet the knowledge, skills, and abilities (KSAs); typical ways KSAs are obtained may include but are not limited to: relevant degree from an accredited college or university, coursework and work experience relevant to assignment. Prior supervision and/or management experience leading people. Preferred: Five or more years of experience in relevant area with increased responsibility over time, requiring at least two years specialized experience in area of assignment; Bachelor's degree in relevant field may substitute for two years of specialized experience.
