Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 25 or above and eligible for transfer under Section 52.6 as appropriate of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the direct promotion field, have one year of service as an Auditor 2 and must not have failed, or failed to take the last holding of the promotion examination for the title listed above. Provisional Pending Exam: If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position. Failure to provide the course listing will result in disqualification. Duties Description The incumbent will support the Administration and Finance Unit in regard to Internal Controls. Duties include but are not be limited to: •Annually, perform a thorough and comprehensive review of the Division's existing internal controls program, its current scope, and testing and certification mechanisms with consideration given to the status and importance of the organizations programs and processes. •Research and recommend an appropriate internal control framework based on an assessment of risks and vulnerabilities. •Establish, implement and direct policies, procedures and standards governing the Division's internal control activities. •Execute a comprehensive, systematic program insuring adequate managerial controls exist and function properly. •Manage and plan the ongoing development of the Division's internal control program, testing methodologies, training and testing schedule in accordance with Division of the Budget directives. •Systematically assess the adequacy of internal controls, including the storage and maintenance of sensitive data and information. •Prepare advisories for Agency Program leads concerning agency internal control inadequacy or lapse, and propose recommendations for remediation and improvement. •Assess, interpret and disseminate information related to the requirements and responsibilities for internal controls to agency staff in a clear, concise and comprehensive format. •Manage a training program for Division employees on internal control processes and requirements on an ongoing basis. •Monitor developments in internal controls best practices and requirements for State agencies. •Assist the Division in formulating long range plans to provide periodic examination of all major division internal control activities. •Meet with program unit management to assess risks/develop recommendations for actions. •Perform periodic reviews of existing policies, standards, and guidelines to ensure relevancy. •Draft and edit policies, standards and guidelines. •Manage the records management program for the Division. •Ensure the Division adheres to the principals of Project Sunlight. •Serve as the Division's liasion with Division of Budget and the Executive Chamber on out-of-state travel requests. •Perform other duties as assigned.
