Summary of Duties and ResponsibilitiesThe incumbent will have two primary responsibilities. Approximately half of the incumbent's time will be spent on building Tribal research capacity, which will include: facilitating review of research permit applications, tracking permit recipient publications and presentations, supporting Natural Resources staff in disseminating research outcomes, and assisting with the development of research infrastructure such as data security and sovereignty policies and procedures for consideration by Tribal leadership. Additionally, the incumbent will assist with communication with external research partners and development of Tribal research networks, including with the National Science Foundation EPSCoR-funded Idaho Community-Engaged Resilience for Energy-Water systems project, in partnership with University of Idaho, Idaho State University, Boise State University, and Shoshone-Bannock Tribes. This role will include working with partners to develop workshops and programming centered on Tribal -University equitable research partnerships, coordinating ad attending Tribal/University research meetings, assisting I-CREWS partners with developing community -engaged programming related to energy and water resilience, and communicating relevant Tribal research priorities.The second major responsibility of this position is to develop and conduct education and outreach programming for the Reservation community, with a core focus on climate resilience outreach and education and the Tribe's seasonal calendar. This will include, but is not limited to, developing outreach materials, workshops, and media to engage the community in understanding climate impacts, build awareness of Tribal projects that are part of our adaptation and mitigation measures, develop campaigns promoting climate resilience practices such as water conservation, energy efficiency, renewal energy, addressing heat and air quality concerns, and emergency preparedness.Major Duties and Responsibilities: Coordinate with Tribal Research Review Committee on the facilitation of the permit process, and work with Research chair to communicate with internal and external applicants. Participate in Tribal and external partner meetings and trainings to support the development of tools, procedures, and policies to facilitate Tribal research projects as well as equitable partnerships with partner institutions, agencies, and funders. Design and lead culturally-relevant outreach for the Coeur d'Alene Reservation community related to climate resilience, adaptation and planning, including social media, videos, blogs, pamphlets, and newsletters. Works with Environmental Programs Manager and external partners to develop professional development and community educational opportunities aligned with the goals of the I-CREWS project. Prepare and monitor budgets. Meet specific time frames and scope of work contained in for grant requirements. Coordinate and implement regular community educational events. Coordinate across Natural Resources programs to gather information about issues, challenges, and strategies that the Tribe is employing to protect its lands and waters. Must show the highest professional standards and promote a positive image of the Tribe and its administration at all times. Perform other duties as assigned to promote the efficiency and effectiveness of the department.Minimum Qualification: Bachelor of Science in related field or combination of experience and post-secondary education. Academic or professional experience in successful community outreach and education. Strong oral and written communication skills. Ability to gather data, compile information, and develop outreach materials. Ability to foster a cooperative work environment. Knowledge of Indian tribes and ability to work in a multi-cultural setting. Ability to develop and facilitate outreach and training programs and present information. Experience with grant management and compliance with grant requirements. Ability to communicate effectively with audiences of various ages and backgrounds. Strong computer skills in the latest MS Office package (MS Word, MS Excel, MS Outlook, MS PowerPoint, etc.), as well as experience with creating presentations and flyers using programs such as Adobe and Canva. Experience in successful public communications. Must comply with all other Tribal Health Policies. Some travel and occasional evening and weekend work is required. Requires a valid driver's munication/Representation: Must support and represent in written and oral communications the Coeur d'Alene Tribe's: vision, mission, and core values per CdA Resolution 015 (2020). Ability to interact effectively with Tribal staff, Tribal Leaders, external organizations, and the public while using diplomacy in confronting sensitive topics.
