Salary: See Position Description Location : Burlington, WA Job Type: Regular Full-Time Job Number: 22251/ Department: Public Works Department Opening Date: 07/03/2024 Closing Date: Continuous Summary Utilizes departmental equipment to construct, repair, and maintain County roads, drainage systems, bridges, and other systems within an assigned district. - Salary upon hire is step 1 through 3 ($24.25 to $25.99 per hour) for a Maintenance Technician II, dependent upon qualifications. Salary upon hire is step 1 through 3 ($25.99 to $27.83 per hour) for a Maintenance Technician III, dependent upon qualifications. - Progressive increases are based upon years of service with Skagit County, up to step 8 total steps (Maintenance Tech II top step $30.91; Maintenance Tech III top step $33.11/hr). Maintenance Technician II is range 10 of salary schedule Public Works (AFSCME). Maintenance Technician III is range 11 of salary schedule Public Works (AFSCME). Distinction between the Maintenance Technician II & III Maintenance Technician II The Maintenance Technician II position is an entry level position, requiring the employee to obtain and maintain a Washington State Class B - Commercial Drivers License (CDL) within 10 months of employment and is subject to applicable federal and state regulations including CDL random drug and alcohol testing. Maintenance Technician III Performs work with limited direction and may function as senior person on a job with responsibility for crew safety, equipment operations, training, and job layouts. The Maintenance Technician III position is required to maintain a Washington State Class B - Commercial Drivers License (CDL) and is subject to applicable federal and state regulations including CDL random drug and alcohol testing. May be assigned to Special Operations - Environmental Services, where, in addition to the above, other essential functions include work on fish passages and off-right-of way-drainage projects which requires occasional operation of equipment that requires a Class A CDL. Essential Functions Maintenance Technician II: Typical functions include regular and reoccurring maintenance, installation, and repair work of roads, bridges, and stormwater systems. As a member of the Public Works Operations Department; a wide variety of duties include keeping roads clean, plowing snow, and managing stormwater to support road, bridge, and special operations. Examples of duties and responsibilities are shown below. Operates vehicles and equipment used in roadway maintenance, including single axle dump truck, self-propelled broom, roller, and chipper truck (driver Operates jack hammer, air compressor, gas powered small tools, and all lower-graded equipment as needed. Performs routine preventive maintenance inspections and reports repairs when needed on assigned equipment. Cuts brush, grass, and weeds with hand tools. Cuts and saws bushes and tree limbs that pose potential problems to drivers. Drives single axle dump trucks to move gravel, logs, pipes, etc. Drives herbicide truck for application along County roadsides. Performs manual labor which may include digging ditches, tree cleanup, lifting and carrying heavy materials, frequent walking or standing, and working outdoors in all types of weather conditions. Applicants must be able to bend, stoop, and lift up to 50 pounds. Assists in the installation of culverts, guardrail, and the maintenance of bridges. Assists in repairs as needed to the Guemes ferry landings. Responds to public inquiries in a courteous manner. Provides information within scope of knowledge. Maintenance Technician III (In addition to Maintenance Technician II functions): Typical functions include a wide variety of duties to support road, bridge, and special operations. Examples of duties and responsibilities are shown below. Proficient operator of road maintenance vehicles and equipment, including mower / brush cutter, tandem truck, snowplow/sander mounted on a one ton truck, single axle dump truck with snowplow/sander, front end of chip spreader, forestry truck driver, back of striper, vactor driver and pick-up broom. Acts as Grademan. Repairs and maintains bridges and docks. Installs and repairs guard rails. Fabricates and installs multiplate pipes, culverts, and catch basins. Performs tree trimming and removal operations. Operates equipment such as chain saws, jackhammers, winches, hydraulic jacks, chain cables, block and tackle, jumping jack, compactor plate, and walk-behind saws. Directs the work of subordinates. In addition to the above, Maintenance Technician III assigned to Environmental Services also: Occasional operation of tandem truck with trailer, low boy tractor and trailer, front end loader, dozer, and excavator. Implements and/or follows all provisions of local, State, and federal permits, including safe fish removal and exclusion, BMP installation and removal, water diversions, water quality etc. for road, drainage, and special projects. Assists with installation of Large Woody Debris (LWD) including hauling wood, choking, and placing while communicating with the lead operator and environmental staff on site. Works closely with the Natural Resource Stewardship Program which includes installation of fencing, native plants, and large woody debris, and removal and treatment of introduced species. SUPERVISORY: None. OTHER JOB FUNCTIONS: Operates higher graded equipment under supervision. May be tasked with performing related duties. Related duties as required are duties that may not be specifically listed in the position description but are within the general occupational series and responsibility level typically associated with the employee's classification of work. Minimum Qualifications Maintenance Technician II: Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be: Recommend two years' experience in road maintenance and equipment operation. Job offer will be conditioned on a satisfactory review of a current and valid three year driver abstract from DOL; and satisfactory results of pre-employment drug testing as allowed or required by law. Applicants are subject to a criminal background check as part of the hiring process. Maintenance Technician III: Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical path to obtain the required qualifications would be: Three years' experience or certification in road maintenance and equipment operation, preferred. Job offer will be conditioned on a satisfactory review of a current and valid three year driver abstract from DOL; and satisfactory results of pre-employment drug testing as allowed or required by law. Applicants are subject to a criminal background check as part of the hiring process. When filled as an advancement from a Maintenance Tech II to a Maintenance Tech III, a technician II will be eligible with a minimum of three (3) years of experience in the field of assignment. With the approval of the Public Works Director and the Human Resources Director, two years' experience in an essentially comparable Maintenance Technician position may substitute for two of the years. Should this be applied, the employee must serve at least one (1) year within the Public Works Department. The incumbent demonstrates proficiency in performing assigned functions, has satisfactory evaluations and the supervisor/ director provides a recommendation by using the County's progression promotion request procedure. Final approval of promotion to Maintenance Technician III remains with the County Administrator or designee. REQUIRES THE KNOWLEDGE OF: Methods, materials, tools, and equipment utilized in road maintenance. Work hazards and safety procedures. REQUIRES THE ABILTIY TO: Follow oral and written instructions. Maintain close working relationships with supervisor and other employees. Communicate effectively with other employees and the public. Work safely under potentially hazardous road or weather conditions. Operation and maintenance of vehicles and equipment used in road maintenance. LICENSES and/or CERTIFICATIONS: Valid Washington State Driver's License AND Must be able to possess and maintain a valid Commercial Driver's License (CDL) Class B with air brakes within 10 months of hire. County CDL holders will maintain a satisfactory Washington State Department of Licensing (DOL) driving record, periodically verified by current drivers abstract from the Department of Licensing (DOL) and be randomly tested for use of controlled substances and alcohol misuse as required by the 1991 Federal Omnibus Transportation Employee Testing Act and other state and federal law. Washington State Traffic Control Flagger Card within 6 months. First Aid and CPR Certification within 6 months. Maintenance Technician III, licenses and certificates are the same as Maintenance Technician II and includes: Must possess and maintain a valid Commercial Driver's License (CDL) Class B with air brakes. If assigned to Environmental Services, valid class A CDL endorsement is required. County CDL holders will maintain a satisfactory Washington State Department of Licensing (DOL) driving record, periodically verified by current drivers abstract from the Department of Licensing (DOL) and be randomly tested for use of controlled substances and alcohol misuse as required by the 1991 Federal Omnibus Transportation Employee Testing Act and other state and federal law. WORKING CONDITIONS/PHYSICAL REQUIREMENTS: Most work is in the field, with exposure to extreme weather conditions, rough terrain. Must have hand-eye coordination to operate equipment, ability to lift up to 40 pounds, stand, walk, climb, and perform periods of extended physical labor. This is a safety sensitive position for which impairment while working presents a substantial risk of death. HAZARDS: Potential hazards from road conditions, or road machinery and equipment.
