Job Description General Hybrid Work Statement: This opportunity is a hybrid opportunity allowing for flexibility between virtual and in-person work subject to the Authority telework policy . Marketing Statement: Metro is looking for qualified candidates for a Principal Realty Specialist position in its Office of Real Estate and Development at its L'Enfant headquarters. The position plays an integral role within the department focusing on managing and overseeing lease agreements with landlords and tenants to ensure adherence with contractual obligations. This position involves a meticulous approach to maintaining accurate records of all transactions, ensuring compliance with the terms outlined in the agreements and facilitating smooth communication between the parties. Also, the position involves a significant amount of interaction, both internally with team members and externally with tenants, necessitating strong people skills. Minimum Qualifications Minimum Education Graduation from an accredited college or university with a Bachelors Degree in Real Estate, Business Administration or related field. Minimum Experience Six (6) years of experience in the field of property management, lease administration, and relocation activities Minimum Certification/Licensure Possession of a valid motor vehicle operators license a nd it must be maintained while in this job Preferred Qualifications Bachelor's degree in business administration, real estate or related field. Ten (10) years' experience in commercial property management and/or lease administration. Medical Group Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations. Summary The Principal Realty Specialist provides real property asset management functions for Metro-owned property and is actively involved in all aspects of real estate acquisition, disposition, and out-grant activities in support of the construction, expansion, operation, and maintenance of the Metrorail, Metrobus, and Metro Access systems. Actively markets Metro excess property for disposition or third- party leasing through the advertising, negotiation, and lease execution/purchase of sale agreement process to maximize Metro revenues. Manages lease revenues and expenses through the PeopleSoft platform and provides full lease administration services for Metro leases, including rent collection and payment. Provides full acquisition real estate services to Metro departments and offices by acquiring property and leases as requested by the applicable department or office within specified real estate and budgetary parameters to minimize Metro real estate expenses. Provides full Metro property ownership services to all Metro departments and offices as it relates to right-of-way, real property, and adjacent property boundary and ownership information for purposes of aiding and assisting Metro departments and offices in the efficient, safe, and cost-effective maintenance of Metro facilities. The position has wide latitude for independent judgment and action. Essential Functions Principal Job Duties Responsible for real property and asset management functions including real estate acquisition, disposition, out grant, and leasing activities through negotiation or eminent domain, as appropriate, in fee simple, easement, lease, permit, license, or other legal agreement. Responsible for a broad range of real property issues arising out of Metros and adjacent property owners land use. Principal source of Metro real property information. Responsible for lease administration of leases where Metro is either the tenant or the landlord, including rent collection and payment, budget forecasting, and monitoring of critical dates. Maintains contact with tenants and landlords during the terms of occupancy by periodic inspections of properties; ensures that maintenance arrangements for prompt service and repairs are fulfilled; issues tenant notices of overdue rents and notices to vacate in a timely manner; identifies property management problems and recommends solutions and implements approved recommendations; and responds to landlord notices in a timely manner. Negotiates, drafts, and executes complex legal agreements with the principals and senior executives of private firms or public agencies for senior management and Board of Directors approval in coordination with the Office of General Counsel. Maintains and updates a comprehensive inventory of all Metro real property. Other Duties Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
