All staff in positions which regularly require driving either company or personal vehicles while performing work on behalf of Community Action are required to provide Human Resources proof of a valid driver's license for a motor vehicle record check both at hire and annually thereafter. Human Resources will conduct a motor-vehicle record. These records will be held as confidential records in Human Resources. All accidents will be reported to Human Resources within 48 hours. This position will be reclassified to the Bus Driver position (see Bus Driver's essential functions and responsibilities and job description for full requirement detail) if all training requirements are successfully completed and the completion timeline is met. Essential Functions and Responsibilities - Bus Driver In Training Position Successfully pass the following written DMV exams provided by Oregon Driver & Motor Vehicle Services (DMV). These tests carry a cost as determined by the DMV which must be paid up front by the employee and will be reimbursed by Community Action upon successful completion of the Driver in Training Program. Time spent studying for or taking these tests will be considered time worked for Community Action. Commercial Driver License (CDL) General Knowledge Test Passenger Endorsement Test School Bus Endorsement Test Air Brakes Test Provide Oregon Driving Record to Transportation Supervisor. This record may carry a cost as determined by the DMV which must be paid up front by the employee and will be reimbursed by Community Action upon successful completion of the Driver in Training Program. Successfully pass a Physical Capacity Exam as required by the FMCSA for school bus drivers. Employees who have successfully passed all DMV tests noted above should request a physical appointment via their Transportation Supervisor. The cost of this exam will be incurred by Community Action and the employee will not be required to pay for this exam. Obtain a Commercial Driver License Permit from the DMV. The cost of this permit is determined by the DMV and must be paid up front by the employee. This expense will be reimbursed by Community Action upon successful completion of the Driver in Training Program. Successfully complete Behind the Wheel Training with a qualified Behind the Wheel Trainer and Core Classroom Training (approximately 20-30 hours depending on scheduling availability of Trainer). The Transportation Supervisor will be responsible for securing a qualified Behind the Wheel Trainer and provide information to the employee regarding the schedule for training (training hours will be considered time worked for Community Action). The cost of this training will be incurred by Community Action and the Driver in Training position will not be required to pay for this training. Successfully pass the following tests as administered by the DMV and ODE: Vehicle Inspection Test Behind the Wheel Driver Test Obtain Commercial Driver License with all necessary endorsements for school bus driving. The cost of converting a CDL Permit to a License is determined by the DMV and must be paid up front by the employee. This expense will be reimbursed by Community Action upon successful completion of the Driver in Training Program. Other Requirements: In addition to the training requirements listed above, the Bus Driver in Training position may be assigned additional requirements or training sessions by the Transportation Supervisor as needed. This may include, but is not limited to: Attending Vehicle Pre-Trip Inspections as an observer Attending other Community Action trainings deemed necessary by the Transportation Supervisor, such as First Aid & CPR Training and all trainings from Early Learning Division. Completion of appropriate DOT physical and TB Testing according to Head Start and Oregon Department of Education regulations prior to date of hire. Drug Testing Requirement: Pre-placement and random drug and alcohol testing are required of all Bus Drivers. Employees in the Driver in Training Program will be required to successfully pass a pre-placement drug and alcohol test prior to their reclassification to Bus Driver. Upon reclassification to Bus Driver, the employee will automatically be placed in the Drug & Alcohol Testing Program which randomly selects Bus Driver(s) for drug and/or alcohol screening on a quarterly basis. Essential Functions and Responsibilities - Bus Driver Position Complete the required trainings and certifications to become a school bus driver. Strictly always adhere to all safety policies and procedures and respond/correct any at-risk safety issues immediately. Marginal Functions and Responsibilities : Other marginal functions and responsibilities as assigned. Required Education/Training/Experience - Bus Driver In Training Minimum of a High School Diploma or equivalent Must be able to successfully pass applicable background and Oregon Central Background Registry checks prior to new hire processing and beginning actual employment. Possess a driving record that is sufficient to pass a check of driving and criminal records by the Oregon Department of Education. Excellent verbal and written communication skills, which includes the ability to work and communicate effectively with staff, children and family members. Reads and speaks the English language sufficiently to understand highway signs and signals in the English language, to respond to official inquiries and make entries on reports and records. Incumbents in this position must notify his/her employer of any traffic violation (except parking violations) within 30 days of a conviction regardless of the nature of the violation or the type of vehicle which was driven at the time. The employer must be notified by the end of the next business day if a driver's license is suspended, revoked, canceled or if he/she is disqualified from driving. Ability to work as a collaborative team member with children, family's classroom and center staff and supervisors, and a demonstrated ability to develop positive working relationships with people from diverse backgrounds. Within the first 90 days of employment, obtain CPR and First Aid certification. Preferred : Bilingual in English/Spanish, written and verbal. Previous employment working with children ages 3-5. Required Licensing or Other Special Certifications Requires a valid Oregon driver's license, maintain a good driving record, and proof of auto insurance for private vehicle. Required Physical Demands of Essential Functions and Responsibilities: Able to perform the following or similar tasks with or without reasonable accommodations: Open and close a manually operated bus entrance door control with a force of at least 30 lbs. Climb and descend steps with a maximum step height of 17 ½ inches. Operate two hand controls simultaneously and quickly. Have a reaction time of ¾ of a second or less from the throttle to the brake control. Carry or drag 125-pound person 30 feet in 30 seconds or less. Depress a brake pedal with the foot to a pressure of at least 90 lbs. Depress a clutch pedal with the foot to a pressure of at least 40 lbs. unless operating an automatic transmission. Exit from an emergency door opening of 24 X 48 inches at least 42 inches from the ground in 10 seconds or less. Open all emergency exits installed in any school bus they drive. Work is conducted mostly on a bus or outdoors in all weather conditions. Moderate phone use. Possess the visual and hearing acuity sufficient to pass the physical requirements of a school bus driver as determined by the Oregon Department of Education. Possess the emotional and mental ability sufficient to drive a school bus and transport preschool age children and /or family members in a manner that is safe, controlled, and professional in all situations. Occasional use of video terminal and keyboarding. Hours of operation are primarily between 6:00 a.m. and 5:00 p.m. and occasional evenings. Constant contact with children and the public. Physical ability to move quickly in order to redirect children for the purpose of ensuring a child's safety or the safety of others in the environment. Ability to respond appropriately both physically and mentally to an emergency or crisis, such as to provide CPR and/or First Aid to a pre-school age child, to evacuate a building, etc. In normal workday, may stand/walk 2/day; may sit _8_ hrs./day; may drive 8 hrs./day; may use hands for repetitive grasping, pushing, and pulling, typing and fine manipulation _8_ hrs./day; may use hands at or above shoulder level for _4_ hrs./day. In normal workday, may bend, squat, and/or climb frequently. Frequent kneeling, stooping, bending and sitting on the floor or in small chairs. Work is sedentary, occasional lifting up to 20 lbs. with frequent lifting and/or carrying of objects weighing up to 10 lbs. Occasional lifting of a child weighing up to 60 lbs. May require walking or standing to a significant degree or sitting most of the time with a degree of pushing and pulling of arm and/or leg controls. In an emergency situation expected to be able to carry or drag up to 125 lbs. 30 feet in 30 seconds.
