Description BACKGROUND CHECKS: Ohio Heartland Community Action Commission is a drug-free employer. Drug testing of both current staff and new hires will be conducted. Employment is contingent upon successful completion of the Driver's Record Check, Criminal Background Check, Drug Test, and Employment References. ESSENTIAL FUNCTIONS: Supervise and evaluate education staff of each assigned center to ensure that education goals and objectives are monitored and achieved. Complete the Center Supervisor Checklist for each assigned center according to the assigned schedule and submit a copy to the Child Health and Education Director. Ensure the completion of the Frogstreet Administrator Classroom Observation for assigned centers and the creation of a classroom plan in October with assistance from the Education Mentoring Manager. Complete the Classroom Assessment Scoring System (CLASS) observation instrument in November and March for assigned centers and assist in the creation of a classroom plan for the observed centers. Submit a copy of the CLASS observation instrument and CLASS Classroom Plan to the Child Health & Education Director. Provide technical assistance to staff and/or families for specific and general parent involvement concerns (i.e. newsletters, parent training, III meetings and parent meetings) in conjunction with other managers. Participate in the Individual Intensive Intervention Plan (III) for each assigned center regarding behavioral problems and recommend methods of modifying inappropriate behavior. Work in conjunction with the Education Mentoring Managers to develop the workshop agendas, making sure that the content meets the needs and level of understanding of the participants. Collaboratively complete workshop assignments, room set-up, displays, audio visuals, etc. Encourage parent involvement in the development of the program's curriculum and in staff-parent conferences and home visits for each assigned center. All Education Managers must communicate with their Education Manager team on a weekly basis to discuss progress and any related concerns with assigned centers. Attend and participate in Policy Council meetings, when assigned. Ensure that education staff for each assigned center and program resources reflect the multi-cultural diversity of the community in conjunction with the Education Mentoring Manager. Assist with the Head Start T/TA plan in cooperation with other coordinating staff. Maintain confidentiality in all areas. Adhere to the OHCAC Personnel Policies and Procedures and other approved policies. Ensure the education staff for each assigned center follows all Policies & Procedures and submit all required paperwork to Program Support Manager and other areas within the given deadlines. Ensure that the Education area of assigned centers work in conjunction with other managers and staff from all areas within the program. Ensure each assigned center's use of developmentally appropriate practice in all phases and areas of the Head Start program. Recruit, interview and recommend for hire qualified education staff (Teachers, Associate Teachers, Janitorial Aides, and on-call staff). Facilitate, organize and participate in collaborations with community, schools and agencies, attending regular meetings with administration and staff of collaborative sites. Mediate complaints and concerns of staff and families of assigned centers. Promote a positive environment and positive relationship with community, staff, parents and children of assigned centers. Provide guidance, feedback and support for staff through regular communication. Submit documentation of on-site center visits on a bi-weekly basis to the Child Health & Education Director. On-site visits must total a minimum of 2 hours per center for each two-week period. Monitor classrooms and submit documentation of Focus Observation on a monthly basis to the Child Health & Education Director. Focus visits must be completed for each part of the daily routine schedule and/or after professional development trainings. Monitor classroom attendance in conjunction with the Family Advocate Manager to ensure the Lead Teacher of each assigned center contacts their Family Advocate if children are absent for more than three consecutive days. Promote Head Start in a positive way in the community and recruit families throughout the year. Assist staff in obtaining and maintaining their CDA for education staff for assigned centers in conjunction with the Child Health and Education Direction. Ensure the implementation of the Frogstreet System or the agreed upon collaborative curriculum for assigned centers in conjunction with the Education Mentoring Manager. Analyze group and individual issues which affect the implementation of the Frogstreet System for assigned centers in conjunction with the Education Mentoring Manager. Share the findings, approach and solutions with the Child Health & Education Director. Schedule and participate in monthly team meetings for assigned centers that include the Lead Teacher, Family Advocate and any other applicable Managers and staff. In collaborations, follow the partnership agreement for team meetings. Complete the Frogstreet and the Education Binder training section of the Area Orientation. Develop a training plan for assigned classrooms utilizing the results from the Cognitive ToyBox Assessment data in order to improve children's outcomes and ensure that Lead Teachers complete a Child Service Plan (CSP) for every child that has not progressed at least one rating level by March. Ensure teaching staff are entering and updating documentation concerning child outcomes in Cognitive ToyBox Assessment on a bi-weekly basis. Discuss all Staff Planning forms and Disciplinary Action issues with the Child Health & Education Director prior to addressing the issue with staff. Submit all memos, newsletters, and forms intended for staff, parents, and the community through the approval process as stated in OHCAC policies and procedures. Assist the Education area with other areas within the program. Assist with the update of the written education plan annually. Analyze training evaluations and personal attitude, style, and interpersonal relationships to foster self-assurance, growth and effectiveness in training peers and others. Work in conjunction with other Education Managers to develop the workshop agendas, making sure that the content meets the needs and level of understanding of the participants. Collaboratively complete workshop assignments, room set-up, displays, audio visuals, etc. Provide training and support to teaching staff, in groups and individually, that will increase their understanding of, application for, and the implementation of Frogstreet Curriculum in conjunction with the Education Mentoring Manager. Provide training and support to other staff and parents, as needs are determined and work in conjunction with other areas to collaborate and provide cross-training in conjunction with the Education Mentoring Manager. Participate on the School Readiness Team and on the Parent, Family, and Community Engagement (PFCE) team. Participate in the Annual Self-Assessment and on-site federal review. Determine, analyze, and address group and individual issues which affect the maximum implementation of Frogstreet Curriculum System for assigned centers in conjunction with the Education Mentoring Manager. Share the findings, approach and solutions with the Child Health & Education Director. Assist the Education staff in setting up their classrooms, establishing a daily routine and implementing Frogstreet Curriculum for assigned classrooms. All daily routines must be approved by the Child Health & Education Director at the beginning of the program year and any changes made throughout the year. Acquire and utilize information on new developments and approaches in the early childhood education areas and in Frogstreet Curriculum. Provide training and support and address issues in conjunction with Education Mentoring Managers to ensure use of developmentally appropriate practice in all phases and areas of the Head Start program. Provide training and support to teachers and teacher assistants, in groups and individually, that will increase their understanding of, application for, and the implementation of the Frogstreet Curriculum System. Ensure all required paperwork such as in-kind, attendance, weekly reports, IEP documentation, ESI tracking reports, monthly activities, etc. are submitted as required. Submit Teacher Monthly Tracking forms to the Child Health & Education Director. Due to program needs, least senior employee in a position must accept Re-Call from Seasonal Lay Off or unemployment will be terminated, and discharge will follow. Assist in operation of the center in full compliance with the Ohio Heartland CAC Head Start Child Positive Behavior Support Policy that prohibits corporal punishment and provide continuous safety precautions by using Active Supervision. Observe all assigned classrooms a minimum of 30 minutes every two weeks. A minimum of one random video observation per classroom must be completed each month. Complete a Center Visit Report to note concerns, comments, and overall classroom climate during site visits and submit to CHED. Wear the monitoring safety Smart badge, Vocera, at all times to recognize if they are feeling overwhelmed with a child or situation to call for assistance from their building team. NON-ESSENTIAL FUNCTIONS : Assist in the classroom, on the bus, screening or other needed area as required by the Director, or Supervisor including use of personal car for work-related errands including the transportation of food. Assist in needed areas as required by the Child Health and Education Director. Communicate with coordinating staff to solve problems and keep informed and updated about program concerns. Attend non-required training, workshops, and other educational opportunities, if possible, for personal and professional development. Read and study updates from the fields of education and concerning changes for obtaining a CDA or renewing a CDA. Perform any duty as assigned in order to meet or stay in compliance with state and/or federal regulations. Transfer of site assignment when necessary for the operation of the program when management finds it appropriate. Will be required with prior notice to work flexible hours outside the normal 8: 00 a.m. - 4:30 p.m. workday on occasion in order to adhere to and stay in compliance with the regulations stated within the Head Start Performance Standards. ACCOUNTABILITY: The Education Manager is accountable to the Child Health and Education Director. Ensure Head Start Performance Standards are being met in assigned centers. Ensure developmentally appropriate practice in all phases and areas of the Head Start program operation are adhered to in assigned centers. Assists in ensuring each assigned center obtains and maintains a license maintains the center's Step Up to Quality rating. Video and audio recordings will be made during Head Start activities and observations and will be used for public relations, professional development, training and/or possible disciplinary action. Drug and Alcohol Testing to be conducted as required by OHCAC and Funding Source. Requirements 1. A Baccalaureate or Advanced Degree in Early Childhood Education or a Baccalaureate or Advanced Degree and Coursework Equivalent to a Major Relating to Early Childhood Education, with Experience Teaching Preschool- Age Children. 2. Administrative and Supervisory experience in an organized preschool setting preferred. 3. Must possess technical skills to be able to use a variety of computer software, produce correspondence, forms and reports, preferred. 4. Must possess good oral and written communication skills. 5. Must be able to work independently with initiative, creativity, accuracy, without constant supervision and confidentiality. 6. Must be flexible, able to work with a diverse population and have good organizational skills. 7. Must have a valid Ohio Driver's License or be able to obtain one before the first day of employment, carry auto insurance and have ready access to a driveable vehicle. Must be willing to travel within all four counties and use personal car for work related errands including transport of food. 8. Ability to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions and decimals preferred. 9. Ability to compute rates, ratios, and/or percentage preferred. 10. Ability to define problems, collect data, establish facts and draw valid conclusions. 11. Physical Demands: While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle or feel; reach with hands and arms; talk; hear; and smell. The employee is frequently required to stoop, kneel, crouch or crawl. Must be able to move quickly to retrieve a running child. 12. The employee is occasionally required to climb or to balance. 13. The employee must be able to lift and/or move up to 50 pounds. 14. Specific vision abilities required by this job include close vision, distance vision and ability to adjust focus. 15. Must be able to clearly see the entire classroom. 16. Must pass the requirements of the insurance company in regards to age (18) and driving record. 17. Must show courtesy and respect to staff and customers at all times.
