Accenture Federal Services, in partnership with Anser Advisory (an Accenture company) is looking for an **Estimator** to join our growing **Utility** teams on a multiphase, 6-year project. This project will make improvements to the electrification system to an area that extends 18 miles through Southeast Pennsylvania along 17 rail stations and includes full project and construction management of new transmission Lines, Electric substation rebuilds, and Electric overhead catenary wire replacement. The Estimator is responsible to review all cost proposals for completeness and accuracy per the clients requirements. This is an excellent opportunity for the right candidate to partnered with other internal teams in developing new customers and growing existing customers and support our business development efforts in the management of the estimating practice. You are an experienced estimating professional with a doer-seller aptitude who maintains strong client relationships and has the motivation to promote estimating technical excellence. Candidates must possess solid leadership, technical, organizational, and communication skills with a work history that represents increased levels of responsibility. **Duties and Responsibilities:** + Prepares accurate and detailed construction cost and project cost estimates from conceptual design through final construction document level design. + Prepares detailed bid analysis and review. + Prepares independent estimates, including reporting differences in scope, quantities, and pricing from contractors estimate. + Plans, coordinates, reviews, verifies, and analyzes all aspects of estimates and estimate presentation. + Research prices on material and labor using published documents, local conditions, market studies, and has a full understanding of market specific estimating matters. + Acquires and evaluates historical and vendor cost data for the development of cost estimates and price recommendations and forecasts future projects costs and changes to existing projects. + Prepares technical evaluations, cost estimating draft reports, memos, and letters and presents recommendations to management and client. + Attends client meetings and feels comfortable presenting to groups of various sizes and stakeholders. + Prepares value engineering, cost option and cost strategy estimates. + Participates in Value Engineering studies, reconciliations, and negotiations with contractors. + Identifies and assesses improvement opportunities within the Estimating Team to add value. **Here's what you need:** + At least ten (10) years of demonstrated experience with cost estimating of mega construction projects, preferably passenger rail projects with similar scope, complexity and financial magnitude. + Possess experience creating detailed estimates for railroad construction projects pertaining to but not limited to work associated with track, electric traction, interlocking replacement/renewal, communications and signal and high-speed rail environment. + Shall have expert level knowledge of the latest industry standard estimating software, in-depth knowledge of construction methods, materials, and applicable codes. + Experience in creating and assessing rough order of magnitude estimates for construction. + Working knowledge of the divisions of the Construction Specifications Institute (CSI). + Must be a self-starter that is reliable, responsive to internal and external client needs, professional, and have the ability to maintain long-term relationships with clients and other construction related and business professionals and handle confidential information with discretion and trustworthiness. + In depth expertise of Microsoft Office Suite, especially Excel with knowledge of Proest Estimating Software. + Ability to manage a team of staff, of various disciplines, both in an office setting and remote and efficiently complete deliverables and meet deadlines while motivating teams to produce quality materials within tight timeframes and simultaneously manage several assignments. + Strong communication (verbal and written) and superior active listening skills. + Learning oriented, creative and possess advanced problem-solving skills and the ability to transfer prior experience to new projects **Preferred Qualifications** + A Bachelor's degree or similar level of experience in an Engineering, Architectural, Construction or Construction Management field + AACE Certified Estimating Professional (CEP) or equivalent designation. **_**Work location is 100% on site in Southeast Pennsylvania._** As required by local law, Accenture Federal Services provides reasonable ranges of compensation for hired roles based on labor costs in the states of **California, Colorado, Hawaii, Maryland, New York, Washington, and the District of Columbia** . The base pay range for this position in these locations is shown below.
