Seeking an experienced Engineering Project Manager for our San Diego facility of the Applied Research Laboratory (ARL) at Penn State. This role will have you leading the process of formalizing, standardizing and standing up our Configuration Management (CM) modernization efforts for our sponsors. ARLPenn State's purpose is to develop innovative solutions to challenging national problems in support of the Navy, DoD, and Intel communities engineering and technology needs.ARL is an authorized DoD SkillBridge partner and welcomes all transitioning military members to apply.You will:Act as principle advisor to the PSU-ARL DevSecOps Department HeadLead the creation of project plans and interact regularly with program sponsors, stakeholders, projectprogram teams and others in completion of the work and communicating statusOversee System integration and work to standardize design for sponsorReview progress of projects and recommend, support, and implement improvement strategies where neededPrepare various reports including budget reports andor project plans for inclusion in program plansOversee the production of technical documentation to support maintenance of HWSW systems in concert with the Chief Engineer or Design LeadResponsible for managing software baseline changes and the effects on the overall systemManaging multiple environment HW and SW baselines at multiple classification levelsLead automation efforts in SCM including software builds, audit tools and transfer mechanismsMinimally requires a Bachelor's Degree and 6 year's related experience, or an equivalent combination of education and experience.May include:Provide leadership and direction to project management activities, best practices and project managementServe as a member of the senior leadership teamParticipate in the strategic planning process and provides input into strategic decisionLead configuration management, information management, test data support, documentation management, integrated logistics support, or quality assurance activities for the work unitRequired skillsknowledge includes:Demonstrated leadership skillsAbility to represent successful completion of work in Agile Management systems environment (e.g. Jira, Confluence, GitLab)Experience managing projects to include; software, source code, and other artifacts under configuration control in a SCM tool such ads Git, Bitbucket, or similarExperience in Software Release and Baseline ManagementHigh-level knowledge of CM principles and experienceExperience with software code development to automate run-time environment toolExperience overseeing and maintaining, configuring, operating and troubleshooting complex electronic computer interface systems and network equipmentFamiliarity with distributed systems like Hadoop, HBaseAccumulo, Spark and KafkaFamiliarity with Puppet, Ansible, Terraform, Bash, Powershell, and Python toolsUnderstanding of HWSW builds, IA hardening and lockdown, and Systems Engineering principlesAble to achieve IAT Level 1 (CompTIA Security + and OSComputing Environment certification) within the first year, and IAT Level II+ within two years (CISSP).Ability to perform onsite work in secure facilities minimum of 75% of timePosition requires onsite support in a classified environmentRemote work supported only in limited capacity (short duration, NIPR) and with approval of the sponsorCandidates must have an active TS clearance and be SCI eligibleEmployee will be required to travel in support of distant end installations or break fix actions if they cannot be accomplished remotely.
