Salary : $42,889.60 Annually Location : Xenia, OH Job Type: Full Time Job Number: Department: Personnel Opening Date: 10/25/2024 Closing Date: Continuous Description The first full performance level class works under general supervision & requires considerable knowledge of human resources functions & civil service laws, rules, policies & procedures in order to perform basic HR assignments requiring application of HR practices to make decisions which have prescribed outcomes. Normal Working Hours: Monday - Friday; 7:30am - 4:00pm. Posted until filled. Duties/Responsibilities Responsible for maintaining the Human Resource Information System for departments under the Board of County Commissioners (e.g., create new records for new employees; update current employee records as changes occur such as addresses, phone numbers, pay rates, job titles, reviews, marital status, emergency information, notes, full-time/part-time/on call, discipline, shifts, hours worked, military leave, etc.); create new PCN numbers/codes, as well as create/delete table codes as needed. Generates reports from HRIS to aid in data analysis and review. Prepares personnel action forms and appointment sheets (for appointments, promotions, salary changes, resignations, suspensions, removals, etc.), as well as any other necessary paperwork. Performs administrative functions for the Director (e.g., creates spreadsheets, forms, charts and reports; answers routine inquires; schedules meetings and appointments; and generates routine correspondence). Develops and creates a quarterly newsletter and an annual yearbook. Serves as a liaison for disseminating information between the HR Department and employees, supervisors, elected officials and the general public. Maintain personnel files, confidential medical files and appropriate records. Coordinates implementation of the catastrophic sick leave program. Responsible for the HR Department compliance with the records retention regulations regarding retention and destruction of documents, as well as responding to public records requests. Prepares and revises the Table of Organization for the Board of Greene County Commissioners' departments. Bi-annually researches, compiles and creates federally mandated EEO-4 report for all departments in Greene County. Responsible for office supply inventory and office purchases. Performs routine updates to miscellaneous forms and informational sheets. Performs other miscellaneous duties as assigned by the Director or in the absence of other staff members. Minimum Qualifications Completion of core course work in Associate's Degree in Business or a Human Resources related field and 12 mos. experience in public sector human resources; OR, 24 mos. experience in administrative, management or supervisory position with human resources responsibilities (for which college coursework may serve as an equivalency to work experience); valid Ohio Driver's License. - Or equivalent of Minimum Class Qualifications for Employment noted above may be substituted for the education and/or experience required. Education and Experience may not be substituted for mandated licensure/certification. Supplemental Information UNUSUAL WORKING CONDITIONS: Predictable and regular attendance is required. Travel may be required. Stooping, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and repetitive motions. Exerting up to 10 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
