Summary You will serve as a Supervisory Planning position within the Asset Management Business Line of NAVFAC ENGINEERING CMD MID-ATLANTIC. Responsibilities You will participate and/or leads planning teams to develop long, mid and short-range land use/infrastructure planning, infrastructure management and basing strategies. You will explain and defend specific planning criteria to users and to other technical experts and auditors and serve as a technical expert in facilities planning criteria. You will provide the client with clear and concise policy and guidance for the orderly and cost-effective development of shore facilities. You will leverage in-house resources in such areas as land and facilities planning, acquisition, real estate, environmental, construction, public works, or other subject matter experts to clarify the vision for the shore infrastructure. Requirements Conditions of Employment Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Current license as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico for the SUPERVISORY GENERAL ENGINEER/ ARCHITECT/ CIVIL ENGINEER/ INDUSTRIAL ENGINEER position. In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: (1) Using knowledge of the principles, concepts, theories, and practices of community planning, architecture, and/or engineering to provide services associated with maintaining facilities, land and other resources; (2) Reviewing technical documents used in the planning, design, construction, alteration and/or repair of facilities in order to provide technical advice in planning and project development and (3) Developing plans, goals, and objectives for facility management projects, programs, systems, or operations (e.g., strategic plans, work breakdown structures, integration plans, performance measures, risk management plans, cost-benefit analysis). To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. OR: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Applicants for the Community Planner Series must meet the following basic education requirements: Degree: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR Combination of education and experience: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
