About Indiana Finance Authority (IFA): The Indiana Finance Authority oversees state-related debt issuance and provides efficient and effective financing solutions to facilitate state, local government, and business investment in Indiana. IFA enables the State of Indiana to communicate as one voice with the various participants in the financial markets: 1) the Indiana Development Finance Authority, 2) the State Office Building Commission, 3) the Indiana Transportation Finance Authority, the 4) Recreational Development Commission, the 5) State Revolving Fund Programs, 6) the Indiana Brownfields Program, and 7) Indiana Health and Educational Facilities Finance Authority. Role Overview: The Indiana Finance Authority (IFA) is seeking a knowledgeable civil engineer to oversee drinking water and wastewater infrastructure projects as they move through all phases of the State Revolving Fund (SRF) financing process, from review of the initial preliminary engineering report (PER) through loan draw down. The Project Engineer role is an office-based hybrid position with consistent work hours and limited travel that resides within the SRF Loan Program and is managed by the IFA. The SRF Loan Program provide forgivable and low-interest loans to Indiana communities for projects that improve wastewater and drinking water infrastructure. The Program's mission is to provide eligible entities with the lowest interest rates possible on the financing of such projects while protecting public health and the environment. Example projects include septic tank elimination, collection system improvements, Long-Term Control Plan sewer separations, treatment facility expansions, emerging contaminant treatment, lead service line replacement, wellfield expansions, water storage, and water distribution improvement projects, among others. The position assists with review of the PER required for funding from the SRF program. The SRF Project Engineer guides the loan applicant and their consultant through the technical aspects of the PER for ultimate approval and follows a project through financing and construction completion, documenting programmatic compliance and ensuring funding eligibility until the loan is fully drawn down. Salary Statement: The salary for this position traditionally starts at $90,000.00 but may be commensurate with education or work experience. A Day in the Life: The position provides leadership and engineering support to internal and external SRF customers for all aspects of technical matters, including preliminary engineering, bidding and contract award, change orders, construction inspections, disbursements, green and sustainable infrastructure improvements, value engineering, and cost/benefit analyses. Specifically, the SRF Project Engineer: Gathers and evaluates project-specific information to support PER review and approval. Works with the SRF Environmental Review Manager to prepare environmental documents. Coordinates with the IDEM permits and compliance sections, and other IDEM staff regarding proposed projects. Provides support and project eligibility information to assist with financing package decisions. Reviews and approves professional services and construction contract documents for SRF eligibility, in coordination with the SRF Bidding and Construction Coordinator. Participates in preconstruction conferences and monitors construction progress. Reviews and approves contractor pay applications and engineering invoices for SRF eligibility, in collaboration with SRF Disbursement Coordinators. Conducts in-person and virtual site visits, and prepares inspection reports, during construction to ensure projects are consistent with SRF approvals. What You'll Need for Success: The ideal candidates for this position hold a Professional Engineer's License (PE) in the State of Indiana and have proven work experience in the water and wastewater industry. Desired qualifications and skills include: Minimum six (6) years engineering work experience and a Bachelor's degree from an accredited four-year college (major in engineering required). Technical drinking water and wastewater knowledge, or the desire and ability to develop this expertise. Basic understanding of typical project phases, including preliminary and final design, bidding, and construction contract administration. Ability to work independently and in a team environment. Ability to multi-task and prioritize workload based on project schedules to meet program deadlines. Detail-oriented with a strong work-ethic and organizational skills. Excellent written and verbal communication skills to liaise with a variety of stakeholders. Ability to understand and guide communities through program guidelines and compliance requirements, including identifying and assessing for potential project concerns. Supervisory Responsibilities/Direct Reports: This role may be utilized in a supervisory capacity based on agency needs.
