POSITION SUMMARY: The Risk Manager: Assists in the development and implementation of a Qualified Patient Care Assessment Program at the Mass. Eye and Ear and coordinates functions required by the regulations of the Board of Registration in Medicine (BORIM) in the area of risk management Acts as liaison between the Mass. Eye and Ear and CRICO in all matters relating to malpractice and general liability claim activity involving the Mass. Eye and Ear and its insured physicians Coordinates mandatory reporting of adverse patient events to outside regulatory agencies. Serves as Organizational Contact person for BORIMs QPSD, DPH (for SREs and Patient Complaints), and CRICO. Serves on Steering Committee for Quality. Coordinates RL Risk Safety Event Reporting. Assists in coordination of the activities of Provider Excellence Group, as outlined in Algorithm for addressing physician behavior issues. ESSENTIAL FUNCTIONS: Patient Care Assessment Program: As assigned, assumes responsibility for the functions of the Patient Care Assessment (PCA) Coordinator and acts as the liaison between the QPSD and the Mass. Eye and Ear for all regulatory matters. Prepares and presents reports as required under the Mass. Eye and Ear PCA Program to PCA Committee and Board Quality of Care Committee for submission to Quality and Patient Safety Division (QPSD) of the BORM. Reports include Annual and Semi-Annual Reports of the PCA Program summarizing the quality and patient safety activities required under the PCA Plan. Assists in identification, investigation and follow up to adverse patient events and the subsequent preparation and submission of: Safety Quality Review reports to the QPSD with resultant follow up and monitoring of improvement actions Serious Reportable Events reports to the Mass. Department of Public Health, including notifications to patients and insurers with resultant follow up and monitoring of actions Responses to DPH Complaint Division inquiries FDA reports on equipment/device failures Assists in responding to BORM subpoenas and inquiries pertaining to physicians or incidents under investigation. Oversees RL safety event reporting, the electronic system for reporting safety events. Identifies quality and patient safety trends, provides departments/units with reports and trending data, as well as recommendations on strategies for improvement. Identifies specific provider quality issues and coordinates follow up with quality physician leaders. Provides Steering Committee for Quality with summary data to ensure thorough leadership review of events. Collaborates with Patient Care Representative on identifying complaints which may rise to the level of a potential claim or reportable event. CRICO Activities: Identifies potential claims through safety event reporting, communications from physicians, nurses and other staff, security reports, department quality assurance activities, medical records correspondence; etc. Maintains current status on all claims and suits for regular updating of Chiefs of Service, CEO and involved staff. Provides support to physicians and staff in responding to requests for information from patients/attorneys relative to patient care. Receives and acts upon subpoenas and written/verbal claims related to professional and general liability issues; coordinates document production, interrogatory responses, and assists outside counsel as requested. Coordinates meetings/depositions/interviews between CRICO staff and insured physicians and employees in the event of a potential or actual claim/suit, as well as assisting in assembly of necessary documents/records. Quality and Patient Safety Function: Serves on Steering Committee for Quality, supports committee through agenda development, case identification, and follow through on committee recommendations. Committee activities also include the use of NRC patient experience data to achieve the hospitals quality goals and coordinating peer review ad hoc committees to review quality of patient care issues Assists in the development of a Root Cause Analysis following a safety event and the follow through on resultant recommendations. Supervisory responsibilities: Provides supervision and training to Quality and Risk Specialist in duties associated with safety event reporting and risk identification.
