Job Description Manager of Network and Telecommunications GRADE:15 NON-BARGAINING UNITEXEMPT BASIC FUNCTION The Manager of Network and Telecommunications is responsible for the management of system-wide use of VSCS's network infrastructure including WAN, LAN, Internet, and Internet 2. Working with the Director of Enterprise Infrastructure, the Manager designs, implements, and maintains a network that is cohesive and efficient with the goal of never being a restricting factor in the success of strategic initiatives. Takes a lead role on committees and groups charged with network design, performance, and security matters. This position offers a hybrid schedule within office and remote days varying depending on business needs. ESSENTIAL DUTIES & RESPONSIBILITIES Management of all aspects of VSC's network infrastructure including routers, switches, firewalls, and monitoring equipment. Develop, recommend and implement a Disaster Recovery plan incorporating redundancy throughout the VSC, including a testing plan on a regular basis. Establish relationships with other entities throughout the state to leverage access to systems and networks that could enhance the educational experience for faculty, staff, and students. Serve as the single point of contact with our network service providers, managing the quality of vendor relationships and clear lines of communication. Work with security and regulatory agencies to ensure the network meets federal and state compliance. Provide leadership with regular updates, including statistics, the effectiveness of services, and a vision for continuously improving service. Provide technical advice and assistance on network resources and technologies to IT staff throughout the VSCS. Works with leadership in developing and evaluating RFP's for system wide network services and negotiating final contract terms. Project Manager for deploying new network services. Working with leadership providing a budget for system-wide shared expenses related to network services. SUPERVISION RECEIVED Reports directly to Director of Enterprise Infrastructure. SUPERVISION EXERCISED Direct supervision of up to 3 staff members is possible. MINIMUM QUALIFICATIONS Bachelor's degree in computer science or other related discipline. Minimum of five (5) years of experience in information technology. Experience managing a multi-vendor, multi-site infrastructure. PREFERRED QUALIFICATIONS Eight (8) or more years of progressively responsible experience. Experience with higher education information technology. KNOWLEDGE, SKILLS, & ABILITIES Knowledge: Knowledge of current technologies and hardware capabilities of a large network environment, preferably in Higher Education. Strong hands-on technical skills working with routers, switches, and next-generation firewalls with an emphasis on Cisco equipment. Knowledge and experience working with the latest WAN technologies including Metro Ethernet and MPLS. Extensive knowledge of TCP/IP protocols and routing technologies; IPV4, IPV6, VPN, SNMP, OSPF, RIP(V2), EIGRP, BGP. Knowledge and experience of bandwidth management, QOS and traffic shaping capabilities of routers, switches, firewalls and other similar equipment. Skills: Demonstrated skills in project management and ability to foster collaboration, cooperation and communication among diverse groups. Excellent interpersonal and communication skills. Strong organizational and conceptual skills. Strong focus on customer service. Abilities: Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to solve complex problems under stressful conditions. Ability to provide excellent customer service. Ability to explain technical concepts to non-technical users. Ability to handle multiple tasks simultaneously. Location: This position may be based on any of the Vermont State College System's campuses and in-state travel may be required.
