This job is open to The public U.S. Citizens, Nationals or those who owe allegiance to the U.S. Clarification from the agency Open to Public Duties This position is located with the Marine Corps Community Exchange at Camp Elmore, Norfolk, cumbent serves as the Loss Prevention Specialist serving as the knowledge expert for asset prevention, audits, and safety matters. Maintains surveillance throughout designated activities, observing customers and employees, to prevent and detect dishonest acts.Prepares reports pertaining to security incidents; gathers facts and evidence; and maintains close liaison with law enforcement authorities.May be required to appear and testify in court or at hearings concerning security cases. Studies inventory losses and conducts inquiries as required, in high shortage areas.Reviews merchandise periodically to ensure proper pricing.Monitors internal and external security systems to ensure they are working vestigates matters relating to security such as customer losses, illegal identification cards, unauthorized patron entry and reports of theft or vandalism against MCCS facilities. Investigates persons on returned check list.May accompany cash runs, verifying money received.Verifies money transferred for vending machines. Reviews closing cash register report. Responsible for completing, planning, and conducting pre-action investigations covering, but not limited to, vehicle accidents, employee theft/waste/abuse, employee misconduct, property discrepancies, cash variances, suspected minor criminal activity, and other subjects that may result in administrative judgments, sanctions, and penalties.Assists in the investigative process of interviewing, researching records, and preparation of comprehensive reports.Contacts managers to request, collect, or verify data and make corrections as necessary. Drafts written investigative reports that make recommendations based on documented findings and sufficient, appropriate evidence. Maintains strict confidentiality regarding all work. Emphasizes programs such as the elimination of fraud, waste, and abuse in government. Plans and conducts operational studies, audits, and reviews in support of written guidelines and business practices. Explains findings, recommendations, and answers questions. Act as MCCSHR Liaison between the Criminal Investigation Division (CID), Alcohol, Tobacco, and Firearms (ATF), and Naval Criminal Investigation Division (NCIS) for investigative work on theft and fraud pertaining to MCCSHR assets. Conducts unannounced inspections of merchandise deliveries to verify compliance with control directives, merchandise handling procedures, and reports. Conducts random checks of cash register reports, detail tapes and conducts cash count verifications to determine, report, and verify discrepancies with cash handling procedures. Responds to alarm calls, break-ins, malicious damage, robbery, or natural disasters involving MCCSHR property on an on-call basis during and after normal duty hours. Serves as technical advisor on loss prevention hardware and equipment. Responsible for safe combination maintenance and changes and a variety of locking devices as required. Coordinates selection, contract administration, installation, and maintenance of burglar alarm intrusion systems. Performs user maintenance as required. Coordinates replacement and repair as required. Reviews records of alarm activation and deactivation for each MCCSHR facility. Identifies and implements strategies and processes to reduce risks and financial losses. Prepares comprehensive reports such as, but not limited to employee/patron accidents; hazardous material information; safety and lire inspections within the retail sites. Analyzes previous inventory, investigations, and reports to spot trends and ensure compliance, efficiency, and uniformity in operations using standard accounting and management practices. Responsible for planning, monitoring, and supervising annual and periodic inventories. Coordinates with activity managers to schedule employees and services needed for the conduct of such inventories. Supervises the preparations, conduct, and control of inventories when required. Oversees the preparation of the year-end property report. Provides inventory training for MCCSHR employees. Verifies and conducts surveys of merchandise ensuring that items are disposed of in accordance with applicable regulations. Collects data and gathers information for projects, performs routine calculations in providing statistical data. Contacts managers to request, collect, or verify data and make corrections as necessary. Provides operational training where needed. Maintains strict confidentiality regarding all work. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Three years of experience that demonstrates broad knowledge of the basic aspects of business, such as cost of goods sold, operating profit, direct and indirect expenses, and cash handling controls. Two years experience in auditing compliance with firearm policy, handling, sales, and record retention. Knowledge of a wide range of auditing and investigative techniques and procedures. Skill to prepare documentation and presentations in proper format in accordance with naval correspondence.Ability to operate a personal computer and use various software to create data bases and reports. Knowledge of support functions such as gathering statistical data, monitoring, Aand reporting on operational issues. Skills necessary to develop and implement employee-training programs. Knowledge of and skill to conduct surveillance of establishment and interpret and report of findings of data acquired.
