New hires are eligible to apply 30 days after their effective date of hire. SUMMARY : The Director, Sourcing position ensures the consistent utilization of Sourcing Strategies and Category Management Life Cycle by delivering a holistic, cross-functional process. In this role, you will drive the strategic alignment of the purchasing portfolio with the business strategy, identify category-specific and cross-functional value levers for designated categories to deliver business value, and manage a team of Sourcing and Category Managers with strategic goals, tasks, performance measurements, and value generation for assigned categories. Other responsibilities include determining the complexity and criticality of procurement requirements, delegating procurement activities to your team, and executing proper Sourcing/Category Management methodologies across all go-to-market activities. RESPONSIBILITIES : Leads Sourcing and Category Managers for assigned requisitions, driving total value generation, continuous process improvement, as well as in-depth review and approval of all sourcing strategies. Works closely with Procurement leads to define and execute long term strategies for assigned categories. Reviews and validates requisition demand requirements, delegating requisitions to Category Managers, Sourcing and other Procurement staff. Ensures adherence to compliance standards, policies, and procedures including contributing to the development of RFP standards and procedures. Sets expectations and guidelines for supplier management efforts, in alignment with leading practice. Champions relationships across the business, working with the MTA Board and Legal, Risk Management, Cyber Security Team, and other MTA Agencies fostering appreciation and alignment. Collaborates with the Legal Department, MTA Audit and MTA Inspector General Departments regarding legal and contractual issues and/or litigation by providing information, documentation and depositions, as required. KNOWLEDGE, SKILLS, AND ABILITIES: Advanced knowledge of Sourcing or Category Management methodologies and tools, market trends, strategy development, supplier relationship management, supply chain management, contract writing, negotiations, contract administration. Demonstrated experience with various types of procurements of goods and services which may include but is not limited to technology, telecommunications, and professional services categories. Strong project management skills, ability to plan and track, remove barriers, manage change, resolve conflict, build consensus, and motivate team members across multiple concurrent projects. Demonstrated success managing categories. Leadership and collaboration skills with ability to build effective relationships and influence peers and key stakeholders. Communicates and influences effectively, with the ability to motivate and influence others inside and outside of own function. Excellent verbal and written communication skills with ability to tailor messages to given audience, and present information in a clear and concise manner. Ability to prioritize, organize and multitask in a flexible, fast-paced and challenging environment. Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook. EDUCATION AND EXPERIENCE: REQUIRED BA/BS in Supply Chain Management, Procurement and Contract Management in a related field or an equivalent combination of education from an accredited college and experience may be considered in lieu of a degree; MBA preferred. A minimum of 10 years of satisfactory full-time experience in Procurement, successfully leading high spend categories (>$25M). A minimum of 5 years of previous supervisory experience required. PREFERRED Public sector procurement experience preferred. MBA degree in a related field. Experience in using PeopleSoft Procurement module or comparable e-Procurement software systems Familiarity with the MTA's policies and procedures. Familiarity with the MTA's collective bargaining procedures General: May need to work outside of normal work hours (i.e. evenings and weekends). Travel may be required to other MTA locations or other external sites.
