INTERDISCIPLINARY PLANNER / ENGINEER / ARCHITECT

Summary You will serve as an INTERDISCIPLINARY PLANNER / ENGINEER / ARCHITECT in the PLANNING, DESIGN AND CONSTRUCTION DIRECTORATE, DESIGN DIVISION, PROJECT PLANNING BRANCH of NAVFAC ENGINEERING CMD MID-ATLANTIC. Responsibilities You will serve as a technical representative on planning projects supporting the development of facility plans and objectives including criteria, procedures, and instructions. You will provide consultation and expertise to stakeholders for project planning, using knowledge of concepts and practices for facilities like offices, heating plants, industrial shops, utilities, and recreational areas on military installations. You will prepare project planning documentation including detailed project description, facility study, cost estimate, site approval, and environmental assessment using Navy Shore Facility Planning System and other eSystems. You will apply standards, codes, and practices in project planning, engineering, or architecture to guide the DD1391 process from concept to scope development, providing technical advice for facility design and construction. You will analyze engineering, management, and economic data to coordinate with leadership and staff across mission commands, installations, departments, tenant and support commands, headquarters, and other military services to resolve issues. You will clearly and concisely communicate ideas and issues to collaborate effectively with technical personnel in urban planning, engineering, architecture, landscape design, environmental, transportation, and communications fields. You will provide advisory or review services on specific problems, projects, programs, and/or functions related to engineering, architecture, and/or community planning. Requirements Conditions of Employment Qualifications This position has a Selective Placement Factor (SPF) that will be used to screen out ineligible candidates. The SPF is: if applying for an Engineer or Architect series, you must possess current registration as a Professional Engineer (PE), or Architect (RA) from any state, the District of Columbia, Guam or Puerto Rico. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Applying facilities planning standards to develop detailed planning documents and project scopes; 2. Using planning theories and methods to advise other planners on complex facilities issues and basic facilities requirements (BFRs); 3. Identifying problem areas in project planning and suggesting solutions; 4. Delivering presentations and briefings to senior civilian and military leaders; and 5. Analyzing design criteria and engineering studies to address conflicts in project development. Education (continued) Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: FOR THE GS-0020, PROFESSIONAL COMMUNITY PLANNING SERIES: Have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance, OR have a combination of education and experience where I have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner. I have a combination of education and experience where my courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess: FOR THE GS-0801, PROFESSIONAL ENGINEERING SERIES: Have successfully completed a bachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position, or have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II) Written Test: Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. FOR THE GS-0808, PROFESSIONAL ARCHITECTURE SERIES: Have a bachelor's or higher degree in architecture, OR have a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems, or have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. My curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities or I lack a degree in architecture, but I have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that I have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required). FOR THE GS-0807, LANDSCAPE ARCHITECTURE SERIES: Degree: landscape architecture or landscape design. Note: Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in landscape architecture in an accredited college or university is qualifying for GS-7. OR A combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
