General Tech (Blood Bank ) JOB SUMMARY AND RESPONSIBILITIES: Under the direction of the Laboratory Director and supervision of the Laboratory Manager, provides day to day supervision of testing personnel and reporting of test results. Assists in coordinating and directing the daily operations and activities of assigned area(s). Performs various laboratory tests and procedures and reports results. In the absence of the Director and Manager, the General Supervisor Technologist works effectively with others in the implementation of patient care activities through communication, cooperation and collaboration. ORGANIZATIONAL STRUCTURE: A. DIRECT REPORTS Medical Technologist: Performs routine or special laboratory tests and procedures to obtain data for use in diagnosis and treatment of disease, following established standards, practices/procedures and exercising independent/ correlated judgement. Interprets and reports test results. Medical Laboratory Technician: Performs and reports results from laboratory tests and assigned duties to obtain data for diagnosis and treatment of disease. Medical Lab Assistant: Performs routine technical and clerical functions and activities in assigned lab by receiving/collecting, preparing and processing clinical specimens or samples for lab testing; performs various clerical duties by preparing various correspondence, records and statistical data. B. SCOPE OF RESPONSIBILITY AND AUTHORITY All job functions and requirements are carried out within the context and framework of Regional One Health's mission. This position is bound by hospital policies, procedures and compliance program, state, federal regulatory requirements, the Collective Bargaining Agreement and the Joint Commission. The Supervisor, General Technologist has the authority to: •Negotiate and recommend approval of contracts relative to laboratory operations. •Plan and implement approved phlebotomy policies and procedures. •Conduct in-service education sessions for employees and students. •Implement established systems measurements and any new procedures or changes concerning blood and specimen collection throughout the hospital complex for inpatients and outpatients. •Implement and direct PKU/hypothyroid and hemoglobinopathy screening programs. •Implement laboratory report distribution systems. The following decisions must be referred to next level of management: •Approval of annual budget, objectives, and unbudgeted expenditures. •Approval of policy changes that may affect overall departmental operation.. •Approval of direct reports' performance appraisals, staffing and other personnel actions and objectives. PRINCIPAL ACCOUNTABILITIES 1. Responsible for providing day to day supervision of daily operations and activities of the department according to established policies and procedures and at the direction of the Lab Manager. a. Checks validity and accuracy of test results obtained by staff. b. Maintains adequate inventory of supplies and equipment. c. Assists in the calibration and standardization of lab instruments. d. Responsible for supervision of high complexity test performance by testing personnel qualified under 493.1489. e. Must be accessible to testing personnel at all times testing is performed to provide on-site, telephone, or electronic consultation to resolve technical problems in accordance with policies and procedures established either by the Laboratory Medical Director or Laboratory Administrative Director. f. Must be on-site to provide direct supervision when high complexity testing is performed by any individuals qualified under 493.1489(b)(5), except those who were performing high complexity on or before January 19, 1993, the requirements of paragraph 493.1489(a)(3) of this section are not effective, provided that all high complexity testing performed by the individual in the absence of a General Supervisor is reviewed within 24 hours by a General Supervisor qualified under 493.1461. 2. Coordinates, assigns and reviews the work of section staff to ensure that required work is completed, and adequate service is provided in an accurate and efficient manner. a. Effectively makes work assignments/schedules, delegates responsibilities, sets priorities and redirects employees to other tasks as the need arises. b. Oversees the work of personnel and instructs them in the implementation of department operations, policies and procedures. c. Audits work of staff to ensure quality in all job duties. Is responsible for monitoring test analyses and specimen examinations to ensure that acceptable levels of analytic performance are maintained. d. Ensures staff meets daily and monthly productivity levels. e. Assists manager in evaluating employees' performance assuring that all remedial actions are taken whenever test systems deviate from the laboratory's established performance specifications. f. Assists manager in developing corrective actions. 3. Demonstrates knowledge and skills to perform Medical Technologist (MT) functions and activities as needed. a. Performs test for assigned lab area(s) within the Blood Bank. b. Prepares samples obtained for laboratory diagnostic testing by using the appropriate preservative, anticoagulant, or storage conditions specified for the requested test procedures. c. Determines acceptability of specimens by performing visual inspections, or by recognizing abnormal/unusual results. Documents unacceptable specimens according to appropriate policy. d. Performs and completes laboratory tests and reports in a timely manner. 4. Resolves complaints, conflicts or operational problems (on any shift). Informs manager of any problems or issues that cannot be resolved or requires further attention. 5. Interacts and works collaboratively in a customer responsive and courteous manner in compliance with standards of conduct and promoting patient/customer satisfaction. 6. Prepares and maintains required records, reports, and files for administrative and compliance purposes. Participates in updating of procedure and quality control manuals. Adhere to established department policies, procedures, objectives, compliance and quality improvement and quality assurance with consideration given to risk management, infection control and patient safety practices. 7. Maintains equipment, instruments and supplies. Reports malfunction of equipment to manager. Maintains a clean, orderly, safe environment for patients and personnel. Assists in the evaluation of new or modified techniques and methods. 8. Utilizes Laboratory Information System (LIS) and the Blood Bank system to enter and retrieve lab results. 9. Maintains confidentiality in matters relating to patient/family, department and hospital information. Adhere to established department and organizational policies (i.e. HIPAA, Confidentiality, and Compliance Policies). 10. Completes required training and education, including department specific requirements. Responds to problems/opportunities to improve work environment and participates in unit based performance improvement activities which includes committees, monitoring and follow-up. 11. Completes proficiency surveys to ensure that requirements and standards are met in accordance with all regulatory agencies. 12. Participates in the orientation, training and supervision of new staff members and students that perform laboratory testing as part of their training. EDUCATION: Graduate of an approved Medical Technology program. Qualified by education, training or experience to work with the neonate, informant, adolescent, adult, and/or geriatric patient population as specialty assignment dictates. EXPERIENCE: Four (4) years of experience as a Medical Technologist with at least two (2) years of blood bank specific experience. LICENSE OR CERTIFICATION: Tennessee licensure as Medical Laboratory General Supervisor. OUTSTANDING SALARY AND BENEFITS !!
