Summary This position is located in the Office of the Secretary (OST), Departmental Office of Human Resources Management, Human Capital Planning and Solutions Division. The position serves as the Departmental Workforce Planner and provides expertise and leadership in the development, implementation and promotion of comprehensive workforce planning and succession planning for the U.S. Department of Transportation. This job is open to Federal employees - Competitive service Current or former competitive service federal employees. Duties The Human Resources Specialist (Human Capital Program Manager): Advises senior staff members and key operating officials on strategic planning, workforce development, policy, and succession planning. Leads efforts to conduct analysis of the skills needs and employment data (e.g., attrition, age, education, potential labor pool, etc.) of the workforce to identify skills gaps. Develops and updates DOT's Human Capital Operating Plan (HCOP) annually, which describes how the agency will execute the human capital elements aligned and integrated within the Agency Strategic Plan and Annual Performance Plan (APP). Leads the HC Planning Committee with representatives from all Operating Administrations. Engages the Committee on human capital efforts, the HCOP, surveys and other data that supports human capital management. Represents DOT at Departmental meetings, to other agencies and external groups in workforce planning and/or competency assessments. May serve as the Contract Officer's Representative (COR) on contracts supporting Departmental Office of Human Resources Management, Human Capital Planning and Solutions program activities and projects. Works in collaboration with senior leadership and departmental colleagues to develop an integrated strategic approach to meet workforce needs and to guide and evaluate implementation efforts. Develops marketing tools and techniques to increase awareness of the value of workforce planning. Works in collaboration with leadership and colleagues to develop, improve on and implement workforce planning and succession planning strategies. Lead efforts to analyze human talent and competencies in DOT's workforce, assess capabilities and resource gaps, and develop plans and recruiting strategies to meet future workforce challenges and requirements. The ideal candidate for this position is recognized as authoritative source internally and by other agencies on the concepts, principles, and practices of Human Capital Program Management. The HR Specialist has demonstrated experience developing written work products to include workforce plans, human capital operating plans, and responses to Congressional, OMB and/or OPM inquiries. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14 , you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience evaluating human capital management programs and operations using qualitative and quantitative analysis methods to develop goals and objectives to support departmental workforce and program performance. Experience developing strategic workforce plans at the agency level, and providing guidance to subagencies or offices on technical areas (e.g. Cyberworkforce, Information Technology, Permitting) workforce plans. Workforce Planning - Knowledge of HR concepts, principles, and practices related to determining workload projections and current and future competency gaps to align human capital with organizational goals.
