Salary : $72,232.37 - $101,773.77 Annually Location : Gastonia, NC Job Type: Full Time Job Number: 01539 Department: Public Utilities Opening Date: 08/06/2024 Closing Date: 10/31/2024 5:00 PM Eastern FLSA: Exempt General Definition of Work Performs difficult administrative work overseeing the planning, scheduling, and contract administration of professional services and construction projects; does related work as required. Work is performed under the general direction of the Assistant Director of Public Utilities Essential Functions/Duties The following job functions are typical for a position of this nature. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each function satisfactorily. Other job functions and duties may be required as assigned. Percentages for each function are subject to fluctuations. Assures adherence of all professional service and construction contracts to the City's Standard Operating Procedures for Expenditure Contracts and compliance with the City's policies on procurement of bids for equipment and proposals for professional services 5%Monitors the administration of contracts for professional services, materials, and equipment and contracted construction 10%Monitors and maintains an ongoing report of the status of all Public Utilities Capital Improvement projects and contracts 10%Reviews, verifies, and makes recommendations concerning professional service and construction contracts 5%Prepares professional services and construction contracts for advertisement bidding 5%Reviews, verifies, and prepares contract estimates for payment 10%Tabulates contract bids, contract payments, and related matters 5%Monitors the maintenance and record keeping on all professional service and construction contracts of the Public Utilities Department 10%Assists the Director in resolving contract-related problems 5%Coordinates contracts with the City's Attorneys 5%Assists in grant applications and files periodic grant reports and payment request 10%Assists in the preparation of the City Capital Improvement Programs 10%Monitors the administration of grants and loan programs for various professional services and construction contracts 10% Knowledge, Skills and Abilities Thorough knowledge of contract administration procedures Thorough knowledge of project and construction management principles, practices and methods Some knowledge of the principles and practices of construction engineering as applied to the development and construction of public utilities projects Knowledge of procedures for securing and administering local, state and federal grants and loans Thorough knowledge of accounting principles and practices as related to contract administration and procedures Ability to establish and maintain effective working relationships with other City officials, other public officials, employees, contractors, engineers, architects and the general public Ability to communicate ideas effectively, orally and in writing Ability to prepare and present complex reports relating to project and contract administration Some experience in network scheduling methods and techniques such as CPM, PERT, etc. Extensive experience in the use and application of software programs as related to construction project management and administration Education/Experience/Physical Demands/Special Requirements/Additional Information Education and Experience: Bachelor's degree in Business Administration, Accounting, Business Management or Construction Management with considerable experience in project management and contract administration of construction projects Physical Demands: 1. Talking: Expressing or exchanging ideas by means of the spoken word. Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts. The physical requirements of this position Office Environment Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Office environment work involves sitting most of the time. Jobs are categorized as office environment if walking and standing are required only occasionally and all other Office Environment Work criteria are met. 3. Special Requirements/Additional Information: Required NIMS Training: IS-100, 200, 300, & 700 within 12 months of hire position with the ability to see, read, handle or feel objects or controls, talk and hear. The noise level in this work environment is usually quiet in an inside office setting. Must possess a valid appropriate driver's license with acceptable driving history.
