WHAT YOU WILL DO This is an Executive Level position functionally leading teams administering programs critical to helping communities recover from the largest natural disaster in Oregon's history. As such, this is a highly visible role that works closely with the OHCS Executive Director, Deputy Director, Governor's Office, Legislature, Local Government Officials, Community Based Service provider organizations, OHCS's Housing Stability Council, and members of OHCS Senior leadership team. The primary purposes of this position are: Provide Executive Leadership to the Division, including: Creating and navigating the team toward a vision that DRR staff are engaged with/passionate about. Managing relationships including subordinate, peer and supervisory, in addition to external relationships. Creating a culture of accountability within DRR to clearly understand, and consistently deliver on objectives. Being clear-eyed in direction to drive DRR leadership decisions that stay to course and can withstand pressures misaligned with the Division's objectives. Be the primary decision maker for the DRR team and programs, including leading with emotional intelligence/political savvy to understand what situations call for decisive leadership, and which situations call for power sharing and comfort with non-closure. Lead by example, including creating a management team that is accountable to results, and accountable to developing staff based on their knowledge, skills, and abilities related to the tasks at hand. Ensure organization and coordination of Division and OHCS support function resources to achieve adopted goals MINIMUM QUALIFICATIONS Seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor's degree in a related field. Proficient experience with plans, directing, controlling, developing program, policy and budget, and monitors compliance, outcomes, and impacts of the DRR Ability to develop strategy for grant programs, develop and provide recommendation on administrative division budget. Ability to represent the agency publicly in matters pertaining to OHCS programs and services. Experience with agency legal counsel to assist in legal matters regarding delivery of DRR programs. Proficient public speaking at meetings, or to the media, to explain OHCS programs. Experience providing leadership and management to team members focused on delivering recovery programs as well as planning, organizing, and preparing for emergencies. Ability to handle urgent situations, delegate effectively, and empower their team to make decisions autonomously.
