Summary The position is located in the Office of the Chief Administrative Officer, Office of Human Resources, Workforce Employment Division. Duties The physical worksite for this position is located in Alexandria, Virginia . The individual selected for this position will be assigned duties that will prepare them for performing the following duties at the full performance level: Provide consultative advice in the areas of recruitment, placement, position classification, and position management in line with the Strategic Human Capital Plan (SHCP) of the USPTO, OHR, and Business Units. Uses tact, diplomacy, and patience when communicating and dealing with others, e.g., co-workers, managers, supervisors, and internal/external customers. Applying accepted criteria, principles, and standard methods to resolve a variety of conventional issues and programs. Work reports and recommendations influence the decisions made by managers and other employees, and affect customer perception of the overall quality and service of the human resources program. Provides thorough and complete responses to customer inquiries in a timely manner. Prepare and present reports and briefings on assigned organization/unit status and/or recommended actions to appropriate individuals. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. To qualify for the GS-07 grade level applicants must have one year of specialized experience equivalent to the GS-05 grade level in the Federal service. Specialize experience includes: Experience in applying basic principles, concepts, and practices of human resources management to perform moderately difficult assignments. Experience in effectively communicating information clearly, orally and in writing. Experience in gathering and analyzing basic facts and draw conclusions. Experience in learning the operation of automated data systems, and using available references (i.e., Regulations, Standing Operating Procedures or Instructions) to research and derive solutions. OR You may substitute education for specialized experience as follows: 1 academic year of graduate education in a related field of study such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR Equivalent combination of qualifying graduate education and experience. To qualify for the GS-09 grade level applicants must have one year of specialized experience equivalent to the GS-07 grade level in the federal service. Specialize experience includes: - Experience in advising management officials on various types of questions related to classification, recruitment and placement strategies. - Experience in advising on the procedural and regulatory requirements governing the merit promotion process. - Experience in coding and processing personnel actions. - Experience in utilizing automated data systems, and using available reference material (i.e., Regulations, Standing Operating Procedures or Instructions) to research and derive solutions. OR You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a related field of study such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR 2 full years of progressively higher-level graduate education leading to a graduate degree in a related field of study such as: human resources, organizational psychology, public administration, or other administrative and management fields, OR LL.B or JD if related. OR Equivalent combination of qualifying graduate education and experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education may be substituted as described in the Qualifications requirements above.
