Salary: $76,514.00 - $118,596.00 Annually Location : City Hall, NC Job Type: Full-time Regular Job Number: 00163 Department: Finance Division: Finance Opening Date: 10/14/2024 Closing Date: 11/18/2024 11:59 PM Eastern Scope of Role Position Overview The City of Albemarle is seeking an individual to perform difficult supervisory and professional work in planning, organizing, and managing activities in the Finance Department for the City. Provides the day-to-day supervision of receiving, disbursing, and accounting of revenues and expenditures for the City. Work involves supervision of the accounting, accounts payable, revenue collection, utility collection, fixed assets, assessments, and payroll functions. Employee performs specialized accountant and supervisory level work for the City and provides significant support in the preparation of the annual operating budgets. The employee must exercise significant judgment and initiative in identifying and resolving the daily problems and activities of the fiscal control system and in performing advanced financial analysis work. Work is performed in accordance with established City finance procedures, generally accepted accounting principles, local ordinances, and North Carolina General Statutes governing the responsibilities of local government fiscal operations under the North Carolina Fiscal Control Act. Work is performed under the supervision of the Finance Director and is evaluated through conferences, performance appraisals, reports, and an independent audit of financial records. The employee functions with daily operational decision-making authority and performs responsibilities with minimum supervision. Essential Duties High Level Department Leadership Assists in preparing finance division budget; assists in the preparation of the City's annual operating budgets and monitors expenditures; prepares budget adjustments. Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures (ie. revenue options; grant management; etc.) Interprets and enforces current fiscal policies and practices for the Department. Additional duties as assigned. Personnel Management Assigns, directs, and supervises a staff of accounting and collections personnel, ensuring adherence to established policies, procedures, and standards; assists and advises subordinates, as necessary, resolving problems as non-routine situations arise. Administers and makes recommendations for routine personnel matters affecting subordinates, including interviewing applicants, hiring, training, appraising, disciplining; preparing and submitting various reports and records as required by Department management. Supervises and establishes daily priorities for the operation of the accounting, revenue collection, utility billing and payroll functions, and activities for the office. Supervises the workflow and adjustment of work among the staff. Assists in resolving internal customer service issues between finance staff and other city departments. Daily/Weekly/Monthly/Annual Responsibilities Assists the Finance Director by coordinating the annual audit, including year-end closing entries and responding to additional requests for information from the auditors. Review/approve/pre-audit- invoices, purchase orders and contracts on behalf of the Finance Director. Communicates with and advises department heads and other departmental staff on budget and expenditures. Makes journal entries into accounting system and makes adjustments and corrections as needed; maintains the general ledger system for the City. Verifies accuracy of detail in journals on a daily basis and posts to proper general ledger accounts; adjusts, closes, and balances accounts and funds. Prepares/reviews federal and State financial reports and grants on a monthly, quarterly, and annual basis. Manages the preparation of payments for debt service. Manages leases, in accordance with GASB 87. Assembles statistical and accounting data on request. Generates special reports and statements for City management as requested; performs special financial analysis tasks. Qualifications Required: Possession of a valid North Carolina Driver's License. Graduation from a four-year college or university with a degree in accounting or business administration, or an equivalent combination of education and experience Considerable supervisory experience North Carolina Finance Officer Certification, or willingness to pursue certification with the NC School of Government within 24 months of employment.
