Visit for more details. Responsibilities The Sponsor is dedicated to providing Information Technology (IT) solutions to the Customer and Intelligence Community know as Mission Partner. As a Working Capital business enterprise, the sponsor does not receive Congressional appropriations; it relies primarily on pricing of products and services in order to achieve full cost recovery from mission partners for provided services. The Sponsor requires a Systems Engineer (SE) with experience integrating business systems in support of telecommunications systems. The SE must be able to analyze, document, and evaluate current business processes and recommend changes to improve efficiency and stability. The processes include provisioning of voice systems, billing for voice related products, collection and processing of telephone call detail records, and interfacing with other systems. The SE must have knowledge and experience in multiple technical areas including both Linux and Windows server operating systems, Oracle and other database technology, Structured Query Language (SQL), and Shell Scripting. The SE will be required to participate in evaluation and selection of a replacement suite of systems to replace the current systems as well as developing and overseeing a transition plan to the new system(s) such as: Understanding, documenting and evaluating existing telephone business systems interface, processes and systems Evaluating and reviewing new possible products to replace the existing systems Develop plan to transition from existing system to the new system with minimal impact on the business Hands on capability to install software, run database queries, troubleshoot software, write shell script and SQL queries. Develop security accreditation documentation and obtain accreditation for new system Develop and test interfaces to other systems Qualifications Must possess and be able to maintain a TS/SCI clearance with polygraph A degree (or equivalent experience) in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline BS 10-12, MS 8-10, PhD 5-7 Analytical and conceptual skills; ability to create original concepts/theories for various projects Technology Design - Adapting equipment and technology to serve user needs Ability to logically and systematically convert customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints Ability to analyze and study complex system requirements, for example: Perform functional analysis, timeline analysis, cost estimation, trade studies, requirements allocation, and interface definition studies to translate customer requirements into hardware and software specifications Apply the concept of operations set of disciplines for the planning, analysis, and design and construction of information systems across a major sector of the organization Knowledge of the practical application of engineering science and technology Experience with activity and data modeling, transaction flow analysis, internal control and risk analysis and modern business methods and performance measurement techniques Ability to convey technical information to non-technical individuals Ability to work in a dynamic and challenging environment Strong oral and written communications and interpersonal skills Complex Problem Solving - Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions EEO Statement EEO Arcfield proactively fulfills its role as an equal opportunity employer.
