SummaryCandidate will be familiar with the telecommunications network design and architecture and will generally work independently under normal supervision. Incumbents will participate on project teams to provide support for the implementation of new systems and in the diagnosis of networkproblems. Incumbents will participate in discussions with vendors and service providers in order to assist in the diagnosis and resolution of network problems. This individual will provide a secondary technical support role on a major network system and may provide support for other, smaller systems. Incumbents will have a general knowledge of design standards, applicable regulations, and codes and will strengthen these skills as they work within this level. Incumbents will be familiar with and gain an increased knowledge of the technical support requirements and procedures for the specific technologies and equipment supported including the provisioning of services, system documentation requirements, and asset management requirements. Incumbents will conduct trend analysis and capacity analysis to anticipate changes in the business environment and take appropriate action. Experienced Incumbents are expected to train new candidates and may occasionally guide the work of Associates. Incumbents are expected to keep abreast of changing telecommunications regulations and technologies. Technical certifications may be required depending on the specific role.Key Roles & Responsibilities Directly or through others, the incumbent will serve in one of the defined roles below:Telecomm Network OperatorThe TelecommNetwork Operator is the technical expert on multipletelecommunication protocols and is responsible for ensuring that the network is performing to optimum capacity. Depending on assignment, the TelecommNetwork Operator may work independently or under the supervision of a lead. Duties of this Telecomm Network Engineer include:Strong understanding of Video Monitoring and Access Controlsystems"‹Planning and implementing changes to the Transport networkto ensure adherenceto all Change Management policies and proceduresStriving to resolve all issues and to identifythe root cause of everyproblemCoordinating all plannedoutagesCommunicating with verbal and written statusreports as requiredPerforming end-to-end analysison the transport network througha capacityavailabilityresponse time analysisAssisting in the trainingof new candidatesAdhering to safe work practices to support the goal of no reportable accidents within ITBeing on call and shift work- is a 24x7 operation and all personnelwill be on call in the eventof a problemKeeping abreast of technology changes,evaluating and recommending network components and developing documentation and installation standards for these componentsFAA tower lighting notificationsUpdating systemand procedures documentation for all networkhardware on the document databasePlanning and implementing changes to the Transport networkto ensure adherenceto all Change Management policies and proceduresStriving to resolve all problems on the first visit and to identify the root cause of everyproblemCoordinating all planned outagesCommunicating with verbal and writtenstatus reports as requiredPerforming end-to-end analysison the transport network througha capacityavailabilityresponse time analysisAssisting in the trainingof new candidatesProviding primary support for at least one major system (microwave, two-way radio, wireless LAN, etc) and secondary support on multiple minor systemsAdhering to safe work practices to support the goal f no reportable accidents within ITBeing on call - the transport network is a 24x7 operation and all personnel will be on call in the event of a problemThe Network Operator is responsible for the operation, monitoring, and control of both digital and analog telecommunications networksThese networks provide voice and data to transmission and distribution facilities, and are the primary focus is to maintain high reliability of these networksNetwork Operator is responsible for initiating and coordination service restoration activities. These activities include notifying affected personal, rerouting circuits to restore service for company and customer.The operator serves as a central contact and point of coordination for all system operation, maintenance, and repair efforts to ensure reliable operation of the system and accurate record of events that affect system integrity.Monitor NERCCIP Critical sites via alarm monitoring software andor video surveillance equipment and make necessary contact with appropriate personnel when potential issues are observedEducation, Experience, & Skill RequirementsEducation - High SchoolDiploma. Preferred AdvancedDegreeExperience - Five years as a NOC Operator VMS or access controlor five to six years equivalent experience in technical support (True NOC experience working with multiple monitoring systems, ability to multitask in this environment and self-motivation a must)Skill - General knowledge of Telecommunications NetworkDesign and Architecture, Equipment Technologies, Standards and Regulatory Requirements, General IT KnowledgeMeasures of SuccessThe NOC Operator will be accountable for timely responsesto CIP related access alarmsThe NOC Operatorwill be accountable for timelycall out of field personnel if onsite visit is neededThe NOC Operatorwill be accountable for effectively troubleshooting and resolvingAMS outages remotely when possibleThe NOC Operatorwill be accountable for effectively troubleshooting and ensuringresolution of SCADA outages remotely when possible
