Join us today to take on a new challenge and grow your career! #NAVFAC #engineering #careeropportunities Summary: This position serves as the Division Director and performs both pre-award and post-award contracting functions relating to the planning, development, advertisement, award, and administration of contracts for design, construction, planning, and environmental engineering. Duties: Oversees and leads efforts to plan, develop, advertise, negotiate, award, administer, and/or terminate contracts supporting long range procurement programs using multiple appropriations over performance periods of several years. Provide high-quality customer service and ensure transparent, timely communications with Project Managers, Design Managers, Contracting Officer Representatives, and contractors. Serves as Source Selection Authority or Source Selection Advisory Council Chairperson or member when procedures utilizing multiple boards are required, and evaluates contractor past performance, price, experience, and technical ability in order to recommend trade-offs between cost/price and non-cost/price evaluation factors. Review and approve contracting documents (e.g., solicitation documents and justifications, acquisition plans, source selection plans, final contract specifications, recommendations for pre-award and post-award reasons for decisions) to justify contractual costs or negotiation decisions. Makes decisions or recommendations on the interpretation and content of federal regulations and agency policies concerning development and management of complex procurements. Qualifications: Must have experience with Construction, Architect/Engineering, and Environmental Contracting that includes knowledge of regulations that include FAR, DFARS, DFARS-PGI, NMCARS, and NPGI. Ability to lead RFP development, technical evaluation, boards, competitive range determinations, best value determinations and debriefs, with strong experience using SPS/PD2, ERP and PIEE Suite Software. Demonstrated leadership within a dynamic and growing team, balancing workload between interns and experienced contract specialist is a plus.
