Engineer SR Job ID #: 29413 Location: TX-HOUSTON Functional Area: Engineering Position Type: Full Time Experience Required: More than 10 years Relocation Provided: No Education Required: Bachelors Degree RC/Department: 4025 -PM - TERMINALS :KMI Position Description This position is responsible for supporting the Manager of Engineering Tank Integrity in developing, maintaining, and executing the standardization of tank levels and other corporate tank procedures (including operations, maintenance, repairs, regulatory compliance, etc.) The incumbent will also serve as an additional resource for OSG tank and liquid facility related questions. In addition, it is expected that the incumbent is or will become proficient in other aspects of liquid facility operations and management to include, but not limited to: pumps; valves; cathodic protection; corrosion control; coatings and linings; liquid measurement; product quality; and fire protection. A portion of the position responsibilities include field verification of compliance with existing and new OSG tank and liquid SOPs, SSPs, and Engineering and Maintenance Standards. Utilize Maximo/TIMS database to ensure compliance dates are met, including but not limited to API 653 internal and external inspections, roof seal inspections, and others as required by federal, state or local jurisdictions. Provide support, review and necessary verification of OpsInfo/CAM tasks and notifications as required to maintain compliance and close out tank related assignments prior to deadlines. Maintain data in tank database, and prepare reports as needed for budgeting, planning, and analysis. Support portions of larger capital projects requiring new tank construction per API 650 and/or significant tank upgrades. Provide technical support and documentation for audits of tank assets, including internal, PHMSA, state, and local audits. Develop and review future year budget lists. Develop and bid annual API 653 inspection packages. Perform various engineering calculations and field verifications of new and existing tank levels, operational procedures and maintenance procedures. Prepare and maintain documentation related to tank levels and operations including procedures, spreadsheets, TIMS, Maximo and Galahad data, etc. Serve as an OSG resource on tank operational level setting, consistent tank repairs, policies, and procedures. Participate in tank incident investigations and serve as the OSG lead for specific types of incidents, specifically tank releases or overfills, including the investigation process and regular follow up on specific corrective action plans. Develop and/or update, as necessary, any tank or liquid operations programs, policies, procedures, training programs, etc. Prepare an annual written report on the status of all OSG tanks for review by the Manager, Director and VP of Engineering as well as EH&S. Provide technical support, training, and guidance in areas of expertise to other departments and terminals as directed by the Manager of Engineering. Interact closely with field Regional Engineering and EH&S Staff as well as members of field operations, maintenance, and other company personnel as required. Assist with the implementation and execution of training programs to increase both technical and operational tank and liquid expertise in the field. Ability and willingness to spend approximately 25% of the time in the field performing work with facility personnel. Other duties as directed by the Manager, Director and VP of Engineering Position Requirements EDUCATION: BS in Engineering EXPERIENCE: Minimum of ten years of experience in oil and gas industry API 653 certification a plus, but not required Strong knowledge of pertinent API standards, particularly API 650 and 653. Strong knowledge of DOT Part 195 regulations related to operating above-ground storage tanks. Knowledge of API 510 and 2350 standards. Experience dealing with multi-discipline teams in various locations on large and complex projects with short deadlines. Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook. Must possess and maintain a valid motor vehicle operator's license and a driving record satisfactory to the company and its insurers. Must be willing and able to work in a corporate office environment. Must pass and complete Safety training/certification as required by customers to work in their facilities and as required by Kinder Morgan at all locations. Must obtain and/or meet all requirements to enter foreign trade zones; such as background checks by both the U.S. Coast Guard and the Department of Homeland Security, i.e. obtain and maintain a Transportation Workers Identification Card (TWIC) The successful candidate will be required to clear a drug screen and a complete background check, after an offer has been extended and prior to being employed. Organizational skills and the ability to prioritize tasks are essential Must be a problem solver with the ability to find resolutions, identify problems and/or cause-effect relationships; identify key issues; secure relevant information from all appropriate sources; identify possible root causes of problems and develop and implement corrective actions for resolution of problems During field activities, the work will involve a large amount of stair climbing to inspect tanks. Additional field activities may include walking to and amidst work and/or construction sites, working around heavy equipment, negotiating rough terrain, areas of loose rock, working in confined spaces, walking, bending, and stooping. Must be able to enter confined spaces, climb through tank manways and up tank staircases and carry up to 40 lbs. Individual will be required to carry a KM mobile phone and must be able and willing to respond to support projects 24/7, in case of emergencies or under special circumstances. Able and willing to work overtime, as needed. For work performed out of doors, weather conditions vary and can be extreme, depending upon location assignment and may include severe seasonal changes which are primarily influenced by geographic location Exposure to smells and fumes associated with refined petroleum products. Position may require prolonged periods of sitting in order to accomplish administrative duties (reading/reviewing documents, writing, typing and/or operating a computer, using the telephones, etc.). Majority of the work will be conducted from an office environment. Extended periods of sitting may be required for administrative activities Must be self-motivated and capable of working with minimal supervision and/or direction. Job level will be commensurate with experience and skillset.
