The Transportation Assets Branch within the Maintenance and Stormwater Division provides maintenance of transportation assets consisting of pedestrian facilities throughout the County. The position is located at the Herrity Building, 12055 Government Center Parkway, Fairfax, Virginia. DUTIES AND RESPONSIBILITIES: The Fairfax County DPWES is seeking a Section Chief to provide senior leadership and being responsible for managing the maintenance and evaluation of the County's complex transportation program. The transportation system consists of walkways, pedestrian bridges, roadways, streetscapes, landscapes and appurtenant features. Oversees all activities associated with the maintenance program including agency staff, contractors and consultants, while providing engineering support for large scale and complex maintenance programs. The incumbent is also responsible for reviewing designs prepared by consultants, other agencies and developers to facilitate future maintenance needs. Applies leadership management and engineering skills to evaluate and develop solutions, using appropriate design criteria and standards for the rehabilitation and repair of transportation infrastructure, from concept to completion, while overcoming conflicting and competing interests. Works with regulatory agencies on the federal, state, and local level to secure appropriate permits and authorizations to execute projects. Prepares budgets, project estimates, designs, and specifications to ensure successful completion of on-time and on-budget programs and projects. Maintains communication with consultants, contractors, elected officials and the public to convey tasks, planned work and the desired results. Provides training, guidance, mentoring, encouragement and direction to subordinate staff in the maintenance needs and processes of the branch, including the use of design manuals and standard operation procedures. Leads, coordinates, and manages project logistics, a diverse project staff, and resources from a variety of internal and external sources including technical, legal, engineering and maintenance fields for the successful management of assigned projects. Also, allocates resources to meet schedules and milestones and prioritizes solutions to resolve complex and unique problems. Overcomes conflicting or competing interests that may arise during project development, program management, and complaint response. May sign and seal rehabilitation, repair and improvement plans for the County's transportation systems. Leads and participates on consultant selection committee and may participate in the contractor bid selection process. Uses electronic and paper controls to support business area needs including asset management systems, spreadsheets, Microsoft office products and Geographic Information Systems (GIS). *A $5,000 signing bonus is available to new county employees hired in the Engineer V position. Employment Standards MINIMUM QUALIFICATIONS: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus, five years of progressively responsible professional experience in the appropriate engineering or architectural field, including one year of supervisory experience. CERTIFICATES AND LICENSES REQUIRED: A valid driver's license. Possession of a valid Virginia Professional Engineer or Architect license. An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer. PREFERRED QUALIFICATIONS: Experience managing and coordinating projects coupled with applied engineering knowledge of site and structural construction practices Experience in municipal maintenance rehabilitation and repair projects. Knowledge of local government land development processes and related code requirements. Demonstrated collaboration, facilitation, and partnering abilities. Strong oral and written communication skills and project management skills. PHYSICAL REQUIREMENTS: Ability to perform field investigation and maintenance scoping on roadway, trail, streetscape improvements and pedestrian bridges, as well as perform investigations on construction or maintenance type projects that includes lifting 50-pound manholes, etc. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, and personal fall arrest harness.
