Position Title: Laborer II Department: Meter and Leak Detection FLSA Status: Non - Exempt / Hourly Salary: Grade: F Range: $19.66 Supervision: Meter and Leak Detection Supervisor Last Reviewed: 5/30/24 Job Summary Performs a variety of semi-skilled and skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of City water facilities and systems, as well as street and storm drainage facilities and systems for the Water, Street, and Sewer divisions of the Public Works Department. THIS IS A SAFETY-SENSITIVE POSITION ESSENTIAL DUTIES AND RESPONSIBILITIES Assists with the planning, scheduling, and implementation of construction, maintenance, and operation and construction activities designed to provide quality streets, water, and sewer systems and facilities. Assists in the training of lower-level employees performing the duties of maintenance, construction, and repair for the different departments. Maintains a variety of records relating to inspections, maintenance activity, repairs, etc. Determines the locations of gas, telephone, power, television, water, and sewer lines from the appropriate sources before excavation. Responds to complaints and service requests. Maintains city property as needed. Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; ensures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use. Contacts residents and business owners in areas where services or access may be discontinued and explains when access or services will be restored. Drives trucks of various sizes and weights in the loading, hauling, and unloading of various equipment, gravel, and sand. Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor. Troubleshoots and repairs residential water complaints as needed. Determines the locations of gas, telephone, power, television, and water and sewer lines from the appropriate sources before excavation by ensuring that a valid TN 811 call was validated. Performs routine leak detection surveys. Documents and reports leak to be repaired. Performs special assignment leak detection such as pinpointing leaks for City maintenance personnel and customers with hardship cases. Assist in service orders, meter change-outs, meter testing, and meter repair. Operates light and medium-sized construction and power equipment including but not limited to a backhoe, excavator, skid steer, and dump trucks. Performs all duties in conformance with appropriate safety and security standards. Performs required labor involved in construction and maintenance projects as part of a crew for the Water, Street, and/or Sewer Departments. Must be willing to cross-train in other areas of Public Works. Available for on-call 24/7 when on rotation. Performs other duties as assigned. MINIMUM QUALIFICATIONS High School Diploma or GED required. Experience relating to construction, maintenance, or repair preferred. Must possess a valid Tennessee Drivers' License or could obtain one in a reasonable period. Confined Space Certification preferred. Equivalent combination of education and experience. SKILLS, KNOWLEDGE, AND ABILITIES Knowledge of Health and Safety Requirements. Considerable knowledge of equipment, facilities, materials, methods, and procedures used in maintenance, construction, and repair activities. Skill in the operation of some of the listed tools and equipment. Ability to perform heavy manual tasks for extended periods. Ability to work safely. Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with employees, other departments, and the public. Ability to understand and carry out written and oral instructions. Ability to work under pressure and with frequent interruptions while accomplishing all tasks. Semi- Skilled in operating medium and heavy-sized construction equipment. Ability to understand and carry out written and oral instructions. PHYSICAL DEMANDS Work is performed mostly in field settings. Considerable outdoor work is required. Hand-eye coordination is necessary to operate testing instruments, computers, and various pieces of office equipment. While performing the duties of this job, the employee is occasionally required to stand, walk, sit, climb, or balance, stoop, kneel, crouch, crawl, talk and hear, and use hands to finger, handle, feel, or operate objects, tools, or controls. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. WORK ENVIRONMENT Field Operations and Customer Interaction : The Laborer II works primarily in the field, visiting residential, commercial, and industrial sites to support the installation, inspection, and routine maintenance of water meters. This role requires traveling to various locations within the service area and occasionally interacting with customers to address basic inquiries and ensure access to meter sites. Physically Demanding Tasks : The position involves physical work including digging to access underground meters, lifting, and carrying equipment and tools, and performing manual tasks under various weather conditions. The Laborer II must maintain physical fitness and follow safety protocols to execute these tasks efficiently and safely. Use of Tools and Equipment : The Laborer II utilizes a variety of hand tools, power tools, and specialized equipment for meter installation and maintenance tasks. Proper handling, maintenance, and safety practices concerning these tools are essential for effective job performance and workplace safety. Learning and Skill Development : As a Laborer II, there is an emphasis on learning and developing skills related to water meter operations, including understanding different meter types, basic troubleshooting, and accurate meter reading. On-the-job training and participation in relevant workshops or courses support skill enhancement and career progression. Safety and Compliance : Adhering to safety standards and protocols is paramount, particularly when working in confined spaces, near traffic, or using tools and machinery. Laborer II is required to use appropriate personal protective equipment and comply with health and safety regulations to prevent accidents and injuries. Teamwork and Reporting : Effective teamwork and communication with colleagues and supervisors are crucial. The Laborer II works under the guidance of more experienced personnel, contributing to team efforts and reporting on work progress, challenges encountered, and customer feedback. Documentation and Record-Keeping : Basic documentation of maintenance activities, meter installations, and repairs is part of the responsibilities. Accurate record-keeping supports departmental operations, billing accuracy, and inventory management. Flexible Schedule : This position is not remote. The Laborer II may need to adopt a flexible schedule to meet the demands of meter department projects, maintenance schedules, and customer service appointments. Occasional availability for emergency responses or after-hours work may be required to address urgent meter issues or service disruptions.
