SUMMARY : The Town of Ocean City's Public Works Department is hiring a City Engineer that will perform highly responsible administrative and technical work while leading the Town's Engineering Division. The City Engineer will serve as the Prime Engineering consultant to the City Council, City Manager, Public Works Director, and Department Heads. Some of the responsibilities include: creating the Capital Improvement Plan, directly preparing or overseeing the design and construction of major and minor capital projects, and reviewing private sector development projects for adequate infrastructure and traffic capacity. Job Duties ESSENTIAL DUTIES AND RESPONSIBILITIES: • Serves as Prime Engineering consultant to the City Council, City Manager, Public Works Director, and Department Heads. • Supervises and manages the Office of the City Engineer responsible for: o Design and construction management of major capital projects. o Design and construction management for minor repairs and improvements to various city facilities. o City survey and construction stakeout, inclusive of out-sourced surveying efforts. o Storm water Management and pollutant removal permitting and inspections. o Site grading permits and inspections. o Protects and oversees city facilities, easements, and rights of way from impact of private construction projects or encroachments. • Procures, manages, and supervises the services of professional consultants and contractors for various engineering and construction related studies, design efforts, and projects. • Coordinates with other Federal, State, County, and municipal agencies, and private organizations for permitting, funding, constructing, and maintaining various capital projects and municipal improvements. • Prepares conceptual plans, final designs, specifications, and contract documents for major and minor capital projects. • Collects and analyzes complex data. Prepares and presents technical studies and reports. • Manages construction of major and minor capital projects. • Prepares planning input and budget estimates for long-range capital improvements. • Coordinates City energy conservation programs and electrical supply procurement. • Performs post disaster event damage assessment for city owned facilities including the Beach. • Represents the City to the general public in engineering and related matters. • Reviews and makes recommendations to elected officials regarding traffic and parking regulations. SUPERVISORY RESPONSIBILITIES: • Directly supervises all the employees of the Engineering Department. • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Minimum Qualifications QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Bachelor's degree (B.S.) from four-year accredited college or university in Engineering plus four (4) to ten (10) years of experience involving the analysis of technical data, designs, and specifications in engineering systems, utilities and support facilities related to building construction; at least four (4) years of which must have involved systems appropriate to local government operations; or equivalent combination of education and experience. CERTIFICATES, LICENSES, REGISTRATIONS: • Requires a current Professional Engineer license in Maryland, or shall obtain licensure within twelve (12) months. • Valid driver's license. Applicants must present evidence of registration with application. OTHER QUALIFICATIONS: Must have comprehensive and broad knowledge of civil engineering related to building construction; of construction contracts, specifications and plans; of the engineering principles and problems involved in civil engineering, surveying, structural design, earthwork construction and soil mechanics; of construction materials and specifications; of field inspection techniques as related to building construction; working knowledge of the principles of supervision and motivation; ability to plan grading, landscaping and site planning; to initiate, coordinate and direct large-scale engineering projects; to plan activities of a broad technical nature; to prepare contractual specifications and to review job estimates; to review the plans and specifications of contractors for engineering sufficiency; to prepare and clearly present, both orally and in writing, detailed reports and recommendations on civil engineering problems; to plan, manage and supervise personnel, funds and materials. Supplemental Information LANGUAGE SKILLS: Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors. MATHEMATICAL SKILLS: Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations, and proofs of theorems. REASONING ABILITY: Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
