Job Title: Project Cost Control Specialist Job Location: Memphis, TN, 38116 Duration: round 3+ Months on W2 Job Description PROJECT CONTROLS SPECIALIST POSITION OVERVIEW: Develops, implements, and maintains cost control, and/or provides planning/scheduling function on one or more larger projects. The Project Control Engineer/Specialist at this level is a fully qualified professional with solid experience, technical expertise, and familiarity with company policies and procedures to complete complicated tasks independently. SPECIFIC RESPONSIBILITIES: • Reporting related to cost control, budget control, data management, change order management, financial reporting through Parsons' custom project controls systems. • Working in collaboration with the project manager and procurement team, manage the project subcontractors and vendors purchase order commitments and change orders and invoice payments and forecasts. Incumbent is responsible for the development of subcontractor and ODC accruals that are submitted monthly to support financial reporting, earned value management and revenue recognition. • Develop and maintain DBE reporting on the client website based on project performance. • Maintain the job work breakdown structure and communicate to project team for proper time charging as required. • Customizes project control systems to meet specific project requirements. • Accumulates historical data, such as performance experience, for use in maintaining a realistic basis for future planning and forecasting. • Develops the monthly client invoice, ensuring that all approved work orders are included. Invoice development includes the review and update of the progress towards the approved schedule of values for the project. Coordinate with the corporate biller to ensure proper accounts receivable posting and that the manual client invoice is reconciled to corporate accounts receivable. • Incumbent must be competent in Parsons financial systems including PARBase, PWorks®, PRISM, SQL Database, Excel, Power BI and Procurement Systems. • Support and provide materials for the client monthly progress meeting. • Maintain all project controls procedures in alignment with project business processes and determine methods to improve processes through lessons learned and analysis. • Develop and maintain a project staffing plan that will be used for resource planning, labor and subcontractor forecasting and reporting as well as the project cash flow. • Working in collaboration with the project manager and finance, responsible for all corporate financial reporting including the update of the Common Forecast Tool, Audit Questionnaires, NAV Reporting, quarterly financial memo, contract value and invoice reporting. • Support the development of weekly and monthly reports to the client. • Facilitate and review contractor monthly pay applications and schedule updates. • Facilitate the review of contractor baseline schedules. • Document control management using Procore. • Performs other responsibilities associated with this position as may be appropriate. PREFERRED EDUCATION/EXPERIENCE: 4-year degree in Engineering or Construction Management or Business (or equivalent experience) and 5-10 years of related work experience. SKILLS/COMPETENCIES: Requires basic engineering knowledge in electrical, mechanical, civil, or a related field. Proficient PC skills including proficiency in various Project Controls software and Microsoft Office Suite. Experience with Oracle Primavera P6 and Procore is a plus.
