The qualifications are: Six years of emergency management experience as listed below.Substitutions with a degree in a related field as listed below:•An associate degree in a related field can substitute for two years of specialized experience; •A bachelor's in a related field degree can substitute for four years of experience; •A master's degree in a related field can substitute for five years of experience; •A doctorate in a related field can substitute for six years of experience.Provisional and 55b/c Qualifications: You may also be eligible for a provisional appointment if you meet the qualifications below:1. seven years of emergency management experience* as listed below;OR 2. a specialized associate's degree** as listed below AND five years of emergency management experience* as listed below;OR 3. a specialized bachelor's degree** or higher as listed below; AND three years of emergency management experience* as listed below;OR 4. a specialized master's degree** as listed below; AND two year of emergency management experience* as listed below.*Qualifying experience:• Coordination and implementation of emergency management and disaster preparedness programs.• Preparation or modification of disaster plans.• Preparation, modification, presentation of disaster educational training and/or exercises.• Gather and analyze information to produce briefings or reports or to make timely and effective incident response decisions.• Represent an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System.• Manage or supervise logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.**Specialized Degree Areas: Atmospheric Science, Business Continuity, Business Organizational Security Management, Criminal Intelligence Analysis, Criminal Investigations, Criminal Justice, Crisis, Critical Infrastructure, Cyber Security, Digital Forensics, Disaster or Emergency Management, Disaster Resilience, Disaster Science, Emergency Preparedness, Emergency or Public Safety Services, Emergency and/or Risk Management, Fire and Emergency Services, Geography, Homeland Security, Informatics, Meteorology, National Security, Political Science, Public Administration, Security Studies, System Safety and Security, or Urban or Regional PlanningSubsequent 55b/c Qualifications:A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55b/c service as an Agency Emergency Management Coordinator. Duties Description The incumbent will report to the Office of Emergency Management's Incident Management Team (IMT). Duties include but are not limited to:• Assess the training needs of State and local Incident Management Teams (IMT) and other organizations that support the State's emergency management efforts.• Conduct and/or facilitate the delivery of Incident Management Team related training, locally,Regionally, and across the State.• Support emergency operations during times of emergency and disaster from, State field offices, and/or county/local deployments.• Provide technical assistance to State and local government agencies in the development, deployment, and maintenance of All Hazards Incident Management Teams (AHIMTs).• Attend and/or facilitate meetings, conference calls and provide support in the development andmaintenance of AHIMTs.• Develop and coordinate the delivery of All Hazards Incident Command System (ICS) Position Specific Training and AHIMT training, workshops, and conferences.• Prepare overall program expenditure data, estimate projected expenses for budgetary purposes and draft other required financial reports as required by grant guidance or agency policy.• Develop on-site assistance program and evaluate regional/local AHIMTs to determine operational readiness.• Identify and establish administrative priorities within assigned programs.• Analyze written and published program material on National Incident Management System (NIMS), ICS, and AHIMTs, and draw conclusions concerning its impact.• Maintain and update coursework related to IMT positions. Also maintain and update StandardOperating Procedures and Guidelines related to the State IMT.• Develop sustainment program to ensure readiness and qualification of State IMT members.• Participate in the development and coordination of a Statewide comprehensive training andexercise plan.• Perform the full range of supervisory responsibilities.• Supervise the State IMT and the State IMT Program• Provide oversight of the State IMT Qualifications System formed to comply with established national standards. • Manage the State Qualifications and Review Board• Maintain the All-Hazards Position Specific Courses instructor data base with FEMA.• Create and deliver IMT presentations.• Travel may be required. Additional Comments ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.NOTE ON TELECOMMUTING: Employees are required to apply and obtain approval through management to telecommute according to the agency's Telecommuting Program Guidelines.
