Salary: $73,420.00 - $99,116.00 Annually Location : New Berlin 53151, WI Job Type: Full-time Job Number: Department: Community Development Division: Engineering Opening Date: 07/11/2024 Closing Date: Continuous General Overview of the Position The Assistant City Engineer represents the City of New Berlin on issues that require the knowledge and expertise of a Civil Engineer. This position requires independent initiative in prioritizing projects, design, construction management, compliance, and maintenance of all Public Infrastructure. Examples of Essential Duties ESSENTIAL DUTIES Coordinates the development of an optimized five-year comprehensive construction plan for the City's public infrastructure. Manages assigned projects to include oversight of work of other staff and consultants as needed. Provides assistance to staff, the community, applicants, and consultants in reference to applicable engineering information. Attends meetings and provides updates as required of the engineering liaison. These boards and commissions may include, but are not limited to, the Board of Public Works, Common Council / COW, Plan Commission, Community Development Authority, Safety Commission, Utility Committee, and/or the Water Resources Utility Committee. Assists in the preparation, management and oversight of the annual division and capital budgets, Engineering CIP, funding requests, and grant applications. Administers and inspects permits for excavation within the public Right-of-Way including driveway and culvert replacements & installations and new home access. Assists the Planning Division with development reviews and park planning projects to include, but not limited to, design work, cost-estimating, seeking quotes and/or public bidding. Assists the Planning Division with maintaining and updating the City's Comprehensive Plan, Zoning Code, and Subdivision Code. Investigates and coordinates the use of new design and construction techniques to provide value engineering of labor and materials. Assists the Utility department with private development project plan review as needed. Assists the Water Resources Utility Division with plan review and construction site inspection as needed. Assists the Inspection Division in review of building permits as they relate to grading, drainage, Utility connection, and property access. Coordinates with consulting engineers on design work for compliance with City, State and Federal standards. Manages private development construction of public infrastructure by means of Development Agreements, construction inspection oversight, and administration. Determines the scope of engineering projects, prepares requests for proposals, and contracts for consulting services. Manages Bidder's Qualification Statements, prepares specifications, contracts, plans and other bidding documents for infrastructure improvement projects and administers said public improvement projects. Maintains the Developer's Handbook. Maintains the asset management database, project records, and correspondence. Performs and reviews traffic studies as necessary and/or as required by City boards and commissions and makes recommendations. Conducts Field investigations for site grading, erosion control, drainage, and other small-scale field survey work, as required. Assists the DCD Director, DCD Deputy Director and City Engineer on various projects and/or requests as assigned. All other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES Excellent organizational, coordination and tracking skills. Strong mathematical aptitude to perform general bookkeeping functions. Ability to work with customers and other employees under pressure and deadlines. Excellent communication skills. Proficient in the use of all Microsoft Office Software. Knowledge of records management and general office procedures. Ability to present a positive image of the department and the City to the public. Ability to self-motivate and work independently. Minimum Qualifications MINIMUM QUALIFICATIONS Bachelors of Science in Civil Engineering from an ABET accredited college/university Five years' experience in the application of engineering theory, judgement, design and/or construction management Registered as a Professional Engineer (PE) with the State of Wisconsin, or the ability to obtain the PE within one year of employment PREFERRED QUALIFICATIONS Experience in municipal engineering, transportation and/or water resources FULL-TIME EMPLOYEE BENEFITS 2024 **Please note that these descriptions are general statements and all benefits will be determined by the applicable plan documents in effect. Family Single Premiums are: $2,025.27 $777.27 Employee monthly contribution towards premium: $303.79 $116.59 HEALTH SAVINGS ACCOUNT The city's health insurance is an HSA plan. The city contributes to the employee's Health Savings Account with a monthly total of $125 for those on an individual plan and $250 for those on a family plan. HEALTH REIMBURSEMENT ACCOUNT The City has a Health Reimbursement Account (HRA) in place for staff participating in the health plan. This reimburses staff for incurred eligible medical and pharmacy expenses over a set limit. HERO Program The City offers a voluntary spousal health reimbursement program for employees who are currently enrolled in another group health plan. If you are interested in this program please consult with the Human Resources Department. DENTAL INSURANCE Employees have the option of enrolling in Delta Dental with employee premiums paid entirely by the City. Employees can choose to purchase coverage for Spouse or Dependents at the listed rates. Dental coverage would be effective the 1st of the month following the date of hire. Family Employee + 1 Single Premiums are: $80.03 $30.19 $0 VISION INSURANCE Employees have the option of enrolling in Delta Vision/Eyemed Network with employee premiums paid entirely by the City. Employees can choose to purchase coverage for Spouse or Dependents at the listed rates. Dental coverage would be effective the 1st of the month following the date of hire. Employee + Family Employee + 1 Single Premiums are: $10.54 $4.80 $0 LIMITED PURPOSE FLEXIBLE SPENDING ACCOUNTS This plan allows you to make pre-tax payroll contributions to use for the reimbursement of qualified out-of-pocket dental and vision expenses. The 2024 contribution limit is $3,200. Coverage begins on the first of the month following the date of hire. DEPENDENT CARE FLEXIBLE SPENDING ACCOUNTS This plan allows you to make pre-taxed payroll contributions to use for reimbursement of your dependent care expenses. The IRS allows you to contribute up to $5,000 per year from your paycheck for child and/or elder care. Coverage begins on the first of the month following the date of hire. LIFE INSURANCE Life Insurance is provided to each City employee at no cost. Coverage is one times the annual salary rounded up to the next thousand with double indemnity for accidental death. Life insurance policies go into effect on the first of the month following the date of hire. SUPPLEMENTAL LIFE INSURANCE You may choose to elect dependent life insurance for your spouse and/or eligible dependents. Employees pay the full premium cost for dependent life insurance. Coverage will begin the first of the month following the date of hire. VOLUNTARY WORKSITE BENEFITS City of New Berlin offers supportive voluntary benefit options for Accident Insurance and Critical Illness Insurance. These benefits help pay for unexpected medical costs and other expenses. Each offering is ala carte so you can select the plan that is right for you and your family. Payroll deductions for the Voluntary Supportive benefits are only offered as after-tax deductions, so any benefits received under these plans are tax-free. WISCONSIN RETIREMENT SYSTEM (WRS) As a full-time employee, you will automatically be enrolled in the Wisconsin Retirement System. This pension is administered by the State of Wisconsin Department of Employee Trust Funds. You will be required to pay the employee's share of contributions to the fund, while City of New Berlin contributes the employer's share. Employees are vested in their portion of contributions immediately and after five years of creditable service for the employer contribution. DEFERRED COMPENSATION (Section 457 Plan) The City of New Berlin offers access to a 457 Deferred Compensation program that allows you to save and invest for retirement through payroll deduction. This completely employee funded. Participation is voluntary and employees can enroll at any time. Employees may contribute on a pre-tax or Roth basis. FREE RECPASS City of New Berlin employees are able to receive a complimentary Gym and Track RecPASS! RecPASS is a membership that allows for unlimited visits to any drop-in programs at the New Berlin Activity and Recreation Center. Drop-in programs currently include the walking track, open gym, open pickleball, open volleyball and cardio & strength equipment. ELECTRONIC DIRECT DEPOSIT Employees will be required to have their paychecks electronically deposited into the financial institution and account of their choice. Participants will receive a statement of earnings each payday as opposed to a payroll check.
